The Ministry of Public Security informs about ensuring security and order to serve the 14th National Party Congress
On the morning of January 10, the Ministry of Public Security will organize a launching ceremony and a drill on a plan to ensure security and order to serve the 14th National Party Congress.
On the afternoon of January 8, the Government Office held a regular Government press conference in December 2025.
At the press conference, Major General Nguyen Quoc Toan - Chief of Office, Spokesperson of the Ministry of Public Security - informed about the work of ensuring security and order to serve the 14th National Party Congress.
The spokesperson of the Ministry of Public Security affirmed that the 14th National Congress is a particularly important political event of the Party, State and people. Therefore, the task of ensuring security and safety to serve the successful organization of the Congress is identified as the highest requirement.
The Ministry of Public Security also identified this as one of the most important and key tasks of the Public Security force in the first months of 2026.
The consistent goal recognized by the Ministry of Public Security is to ensure absolute security and safety for the Congress and related activities. Deploy strict measures to minimize the impact on the normal life of the people and the common activities of society.
According to Major General Nguyen Quoc Toan, to achieve this goal, the Ministry of Public Security has advised the Prime Minister to issue a Government plan to ensure security and order for the 14th National Congress from May 2025, assigning ministries, branches and localities to mobilize all resources and measures to carry out the task.
Based on the direction of the Central Government, the Central Steering Committee, the Congress Subcommittees and the Government's plan, the Minister of Public Security has directed the establishment of the Security and Order Subcommittee of the Ministry of Public Security directly headed by a Deputy Minister, with the participation of public security forces nationwide.
Security and order assurance work has been deployed nationwide, focusing on Hanoi, Ho Chi Minh City and the locations for the Congress's activities and events, accommodation and activities of the delegates.
The Ministry of Public Security also directs the police of units and localities to develop and complete plans and strategies to ensure security and order; proactively forecast and handle arising situations; be ready in terms of forces, means, measures and organize drills to ensure proactiveness in all situations.
The police force focuses on grasping the situation, proactively preventing and combating activities that take advantage of the Congress to sabotage; promptly detecting and strictly handling acts of reporting bad, toxic, distorted, and untrue information related to the Congress.
The Ministry of Public Security simultaneously deploys peak periods of attack and suppression of crimes; ensuring traffic safety and order; preventing and fighting fires and explosions and strictly managing security and order. These peaks will be implemented throughout the Congress and throughout the Lunar New Year.
The coordination and cooperation between the Public Security force and the Army, ministries, branches, localities, the Congress Organizing Subcommittees and functional forces of other countries are also strictly implemented to ensure the highest proactiveness for ensuring security and order.
According to Major General Nguyen Quoc Toan, up to now, the security and order environment serving the 14th Congress has been basically guaranteed. The police force continues to focus highly on implementing plans and solutions according to the direction of the Ministry's leaders and the Central Steering Committees and Subcommittees.
It is expected that on the morning of January 10, the Ministry of Public Security will organize a launching ceremony and a drill on a plan to ensure security and order at My Dinh National Stadium.
