According to the Decision, the State Secretariat is confidential in the field of science and technology, including:

Information on special scientific, technological and innovation tasks or special national science, technology and innovation programs directly serving national defense and security has the decisive significance of the ability to carry out national defense and national defense operations, including:

1. Program, explanation, progress report, summary report, report on results, products.

2. Appraisal report, approval decision, contract assignment of tasks.

3. Other documents and papers related to the process of developing, approving, organizing implementation, evaluating results, effectiveness and impact on tasks and programs.

State secrets of the Top Sect in the field of science and technology include:

Information on special scientific, technological and innovation tasks or special national science, technology and innovation programs that have a direct impact on national defense and security; national sovereignty protection except for contents under the strict state secret, including:

1. Program, explanation, progress report, summary report, report on results, products.

2. Appraisal report, approval decision, contract assignment of tasks.

3. Other documents and papers related to the process of developing, approving, organizing implementation, evaluating results, effectiveness and impact on tasks and programs.

In addition, some contents such as the Report, Submission, and document seeking opinions on new policies and guidelines related to scientific, technological, innovation, digital transformation for national defense and security activities; except for contents under the State Secret of the Secrete and Confidential Level; Strategy, plan, plan, and program for coordination of activities between the Ministry of Science and Technology and the Ministry of National Defense and the Ministry of Public Security with content serving national defense, security, etc. are stipulated as the State Secret of the Secrete Level.

This Decision takes effect from the date of signing (19.1.2026) and replaces Decision No. 1294/QD-TTg dated August 24, 2020 of the Prime Minister on promulgating the list of state secrets in the field of science and technology and Clause 1, Clause 2, Clause 3, Article 1 of Decision No. 2238/QD-TTg dated December 29, 2020 of the Prime Minister promulgating the list of state secrets in the field of information and communications.
