In case salaries are being ranked according to the salary scale of military ranks of officers of the People's Army; officers, non-commissioned officers of the People's Police and cipher or are being ranked according to the salary scale of professional soldiers of the People's Army and technical experts of the People's Police or according to salary scales for cipher officers, they shall be implemented corresponding to each case according to the guidance in Clause 6, Clause 7 Section III of Circular No. 79/2005/TT-BNV.

Starting from grade 1, every 3 years (enough 36 months) is ranked up to 1 salary grade; after converting the time to be ranked into the salary grade in the civil servant rank, if there are months that are not enough 36 months, these months are counted into the time for considering salary grade promotion next time or considering enjoying seniority allowances beyond the frame (if any).
