Military Command of commune level applies new regulations on salary ranking

Information related to salary rankings for Commanders, Deputy Commanders, and Assistants of the Military Command at the commune level has received much attention from readers.

According to the Ministry of Home Affairs, from July 1, 2025, when implementing the organization of local government at 2 levels and implementing new regulations of the Law on Cadres and Civil Servants in 2025, the Law on Militia and Self-Defense Forces in 2019 (amended and supplemented a number of articles in Law No. 98/2025/QH15), the arrangement of positions of Commander, Deputy Commander, Assistant of the Military Command of commune level (new) is as follows:

Regarding salary ranking for Commanders, Deputy Commanders, Assistants of the Military Command at the commune level (new), in case salaries are being ranked according to the professional and nghiệp vụ salary scale of civil servants and public employees specified in Decree No. 204/2004/ND-CP, they will continue to receive salaries according to the rank and grade already ranked.

In case salaries are being ranked according to the salary scale of military ranks of officers of the People's Army; officers, non-commissioned officers of the People's Police and cipher or are being ranked according to the salary scale of professional soldiers of the People's Army and technical experts of the People's Police or according to salary scales for cipher officers, they shall be implemented corresponding to each case according to the guidance in Clause 6, Clause 7 Section III of Circular No. 79/2005/TT-BNV.

In case not falling into the above case, it shall be calculated according to point a, clause 10 of Circular No. 79/2005/TT-BNV.

Accordingly, based on the working time in accordance with the law, in accordance with the professional qualification requirements of the positions of Commander, Deputy Commander, Assistant to the Military Command of the commune level (new), with compulsory social insurance contributions (if not continuously but have not received a one-time social insurance allowance, it is accumulated), classified into the salary grade in the specialist - civil servant rank A1 (if having university degree) or civil servant rank A0 (if having college degree) specified in the Professional and nghiệp vụ Salary Table for cadres and civil servants in state agencies (Table 2) issued together with Decree No. 204/2004/ND-CP according to the principle:

Starting from grade 1, every 3 years (enough 36 months) is ranked up to 1 salary grade; after converting the time to be ranked into the salary grade in the civil servant rank, if there are months that are not enough 36 months, these months are counted into the time for considering salary grade promotion next time or considering enjoying seniority allowances beyond the frame (if any).
