4 regimes for military officers retiring from January 1, 2026

Decree 343/2025/ND-CP on nursing care and care for people with serious illnesses, information and funeral support for retired military officers will take effect from January 1, 2026.

The regimes stipulated in Decree 343/2025/ND-CP are as follows:

First, the nursing home regime.

Retired military officers are entitled to annual benefits for nursing care, the same level of benefits as officers in active service at the same military rank or position, paid once a year (in the first quarter).

Depending on each subject, retired officers are also granted individual or family invitations to go to the Army's Nursing homes (yearly or twice a year).

When going to a nursing home, they are guaranteed accommodation and health care; and are paid for transportation according to regulations if they are self-sufficient in their vehicles.

Every year, the People's Committees at the commune level, based on the number of retired military officers in the area, review and make a list of reports to the Hanoi Capital Command (except for the cases specified in Clause 3 of this Article) or the Provincial Military Command to serve as a basis for making estimates and ensuring funding for implementing the prescribed regime.

Organize payment in person or via postal service or through personal account; compile and report the list and payment amount to the Hanoi Capital Command or the Provincial Military Command for payment and settlement according to the provisions of the law on the state budget.

Second, care regimes for people with serious illnesses.

Retired officers with diseases on the List of serious diseases and are concluded by the Medical Assessment Council:

- Quarterly supported with 2 times the basic salary, calculated from the quarter in which the patient was concluded to be sick;

- When receiving inpatient treatment, the hospital feeding allowance is guaranteed according to the actual number of treatment days;

- In cases where a serious illness has been assessed but the decision to enjoy the regime has not been issued yet, relatives will receive a one-time support equal to 2 times the basic salary.

Third, information regime.

- Press regime: Some retired officers are granted money to buy People's Army Newspapers (day reports, weekend reports, quarterly reports), and the rate is calculated according to the newspaper price at the time of payment.

- Providing information, meeting: Every year, on major holidays (Lunar New Year, Army Founding Day, etc.), retired officers are allowed to meet, inform about the situation, and give gifts according to the decentralization (Ministry of National Defense, Military Region, Province, Commune).

Fourth, the funeral support regime when passing away.

- In case of being subject to organizing a State or high-level funeral, it shall be carried out according to general regulations.

- In the remaining cases, the agency or unit presiding over or participating in organizing the funeral will receive financial support (calculated according to the number of times the basic salary, depending on the organization level), to spend on decoration, visits, wreaths and activities serving the funeral.
