Latest regime for retired military generals and colonels
Senior military officers who retire each year are entitled to the same salary and allowance as the salary and allowance of the general officers on active duty.
The Government has just issued Decree No. 343/2025/ND-CP dated December 28, 2025, regulating the regime of nursing care and care when suffering from serious illnesses, and funeral support when passing away for retired military officers.
According to the decree, the beneficiaries of the above policy include:
1. General officers have retired.
2. Retired colonel and lieutenant officers include:
a) Colonel-level officers receive a salary of VND 668 as prescribed in Decree No. 235/HDBT dated September 18, 1985 of the Council of Ministers on improving the salary regime for workers, civil servants and armed forces;
b) Officers who, before retirement, hold positions or have held positions of Commander or Political Commissar (Army, Corps, Navy Region, Coast Guard Region and equivalent); Heads of Departments with the function of directing the entire army.
c) Colonel-level officers increase their salary for the second time; officers who, before retirement, hold the position or have held the position of Deputy Commander, Deputy Political Commissar (Army, Corps, Navy Region, Coast Guard Region and equivalent); Deputy Directors of Departments with the function of directing the entire army.
d) Colonel-level officers receiving a salary of 655 VND as prescribed in Decree No. 235/HDBT; Colonel-level officers with a first salary increase; officers who have held the position before retirement or have held the position of commander of a Division or military command of a provincial or centrally-run city (provincial level) and equivalent.
d) Colonel and Lieutenant Colonel-level officers; officers who have held positions before retirement or have held the position of Commander of a Brigade, Regiment and equivalent. Officers who have held a position before retirement or have held a position have a position allowance coefficient of 0.5 as prescribed in Decree No. 25/CP or have a position allowance coefficient of 0.7 as prescribed in Decree No. 204/2004/ND-CP;
e) Lieutenant Colonel and Major-level officers; officers who have held the position before retirement or have held the position of Battalion commander and equivalent. Officers who have held a position before retirement or have held a position have a position allowance coefficient of 0.35 as prescribed in Decree No. 25/CP or have a position allowance coefficient of 0.5 as prescribed in Decree No. 204/2004/ND-CP;
Regarding nursing home insurance, the Decree clearly stipulates for each of the above subjects:
- Subjects specified in Section 1; Points a, b and c above, Section 2 are supported with nursing allowance once a year, the level of benefits is the same as the level of nursing allowance and compensation of general officers on duty;
- Subjects specified in Point d and D, Section 2 above are supported with nursing allowance once a year, the level of benefits is the same as the level of nursing allowance and allowance for officers with the same military rank as Colonel and Lieutenant Colonel at work;
- Subjects specified in Point e, Section 2 above are supported with nursing allowance once a year, the level of benefits is the same as the level of nursing allowance and allowance for officers with the same military rank as Lieutenant Colonel and Major currently working;
- Subjects specified in Point g, Section 2 above are supported with nursing allowance once a year, the level of benefits is the same as the level of nursing allowance and compensation for officers at the rank of lieutenant on duty;
The Decree clearly states that the above-mentioned nursing insurance premium is paid in the first quarter of each year. In case of retirement and receiving a monthly pension from January every year, they will be supported with nursing home insurance from the year of retirement and receive a monthly pension.
The Decree takes effect from January 1, 2026.
