584 units in Tay Ninh owe insurance, affecting workers' rights

According to Tay Ninh Provincial Social Insurance, as of July 31, 2026, the whole province has 584 units that are late in paying or evading social insurance, health insurance, unemployment insurance, occupational accident and disease insurance for 6 months or more, with a total amount of nearly 298 billion VND. This situation potentially poses a risk of directly affecting the rights of workers.
In the group of businesses with large debts, Long An Obstetrics and Pediatrics Hospital Joint Stock Company owed over 17.6 billion VND, with a debt period of 55 months; LAVIFOOD Joint Stock Company owed over 13.8 billion VND in 61 months. Branch of Trong Nhan Seafood Co., Ltd. - Trong Nhan Seafood Processing Enterprise owed over 10.6 billion VND, lasting 116 months; NIVL Joint Stock Company owed over 5.7 billion VND in 102 months.
Not only large debts, many units also let the debt period be prolonged. Dan Cuong Production and Trading Co., Ltd. Branch owed 171 months, more than 4.4 billion VND; Thuan Phuong Long An Food and Trading Joint Stock Company owed 160 months, over 4.1 billion VND. Intni Vina One Member Limited Liability Company owed 159 months, more than 1.9 billion VND; while Trang Bang Green Grass Production - Trading - Service Co., Ltd. owed 175 months, nearly 1.8 billion VND.

Prolonged delays and evasion of contributions not only increase the amount to be collected but also cause difficulties for workers when confirming their insurance participation, closing books and resolving sickness, maternity, unemployment benefits and other social security benefits.
Tay Ninh Provincial Social Insurance said that the causes originate from many sides. Some employers have not seriously complied with regulations; many businesses are facing difficulties in production and business, lacking financial resources. Some units have stopped operating, dissolved, are no longer able to pay, or business owners have absconded. Some businesses are slow to be paid capital from contracts, works, and projects, so they do not have funds to pay insurance. However, the insurance agency also noted that there are still cases where businesses have the ability but intentionally delay and prolong the debt period.
To ensure the rights of participants, Tay Ninh Provincial Social Insurance is regularly urging, inspecting, requesting rectification and retroactive payment of outstanding amounts. The sector continues to review and classify units that are late and evade payment; focusing on businesses with long-term debts, large amounts of money and cases that are at risk of affecting workers' rights.
Along with that, departments, branches, and localities are required to strengthen propaganda, inspection, examination and handling of violations; coordinate to handle businesses that stop operating, dissolve, go bankrupt or encounter difficulties. The goal is to minimize the impact on workers, and at the same time fully confirm the participation process and promptly resolve regimes and policies when conditions are met.
