Ho Chi Minh City supports social insurance and health insurance contributions for forces in neighborhoods and hamlets
Ho Chi Minh City - Ho Chi Minh City People's Committee requests to ensure health insurance and social insurance for grassroots forces and units that are delayed and affect their rights to compensate for costs.
The Ho Chi Minh City People's Committee has just issued a document directing the strengthening of the implementation of social insurance (BHXH) and health insurance (BHYT) policies for groups of subjects paid or supported by the State budget. This move aims to end the situation where some localities are slow to implement and have shortcomings in the listing stage or have not ensured funding sources, directly affecting people's social security rights.
The Chairman of the Ho Chi Minh City People's Committee requested the People's Committees of communes, wards, and special zones to quickly review and accurately statistically count the number of non-specialized workers in neighborhoods, hamlets, villages, and residential areas. On that basis, localities must proactively prepare cost estimates to fully implement regimes and policies, including the budget support for social insurance contributions according to regulations.
To ensure resources for implementation, the Ho Chi Minh City Department of Finance is assigned the task of presiding over and coordinating with the Ho Chi Minh City Department of Home Affairs and relevant units to advise the City People's Committee to consider supplementing the 2026 budget estimate. At the same time, specialized agencies must calculate a plan to allocate stable annual budget sources, creating conditions for local authorities to make timely contributions to social insurance and health insurance for non-specialized forces.
For the standing militia force, the Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Command to preside over and coordinate with the People's Committees of communes, wards, and special zones to be responsible for reviewing, compiling, and transferring lists of social insurance and health insurance participants in accordance with legal regulations.
At the same time, the Ho Chi Minh City Police are responsible for directing the police force at the commune, ward, and special zone levels to actively advise the authorities at the same level to review and make a list of transfers to participate in voluntary health insurance and social insurance for forces participating in protecting security and order at the grassroots level, ensuring that individuals belonging to this group fully enjoy social security benefits.
The Chairman of the Ho Chi Minh City People's Committee emphasized that heads of relevant agencies and units must be fully responsible if errors or delays occur that affect the rights of participants.
In particular, in case of incurring medical examination and treatment costs for people due to delays by localities or units, not properly implementing regulations on health insurance, units that commit violations are required to compensate for all costs according to regulations.
