thoroughly grasp and implement the 2024 Trade Union Law and the 2024 Social Insurance Law
On the morning of February 5, the Presidium of the Vietnam General Confederation of Labor held a conference to disseminate and implement the Trade Union Law 2024 and the Social Insurance Law 2024.
Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor (VGCL); Ms. Thai Thu Xuong, Permanent Vice President of the VGCL; Vice Presidents of the VGCL: Ngo Duy Hieu, Phan Van Anh, Huynh Thanh Xuan, Nguyen Xuan Hung attended the conference.
The conference is held nationwide, directly combined with online with nearly 100 locations. At the beginning of the Lao Dong Newspaper, cadres, reporters, editors, and staff of the newspaper attended the conference.
Speaking at the opening of the conference, Mr. Nguyen Dinh Khang emphasized that the Resolution of the 13th Congress of the Vietnam General Confederation of Labor has identified the work of participating in policy and law making as the top priority task in performing the function of representing, caring for, and protecting the rights of union members and workers; as the responsibility of the entire system, as a regular task to best care for and protect the rights of workers. 2024 is the time to mark many important events of the Vietnam Trade Union in participating in building and perfecting the law.
That is to focus on developing and participating in the development of important draft laws in the fields of labor and social security such as: Law on Social Insurance, Law on amending and supplementing a number of articles of the Law on Health Insurance, Law on Employment, especially the Law on Trade Unions (amended) - a law of high political and legal significance - drafted by the Vietnam General Confederation of Labor.
According to the President of the Vietnam General Confederation of Labor, the National Assembly's approval of two important laws that directly affect the rights of union members, workers and trade union organizations has created an important legal framework for union officials and trade union organizations at all levels to better perform their functions and tasks of representing and protecting the legitimate and legal rights and interests of union members and workers; continue to innovate trade union organizations and activities to meet the requirements of the new situation.
In particular, mastering the provisions of the Trade Union Law, the Law on Social Insurance and promptly taking practical and specific actions to put legal provisions into practice is the task of each trade union cadre and trade union organization at all levels.
The conference aimed to raise awareness among trade union officials about the content of the Trade Union Law and the Social Insurance Law in 2024; demonstrating the role and responsibility of the General Confederation in implementing the Law, ensuring that the provisions of the Law are implemented promptly and effectively in practice.
The conference rewards many collectives and individuals with achievements in contributing to the work of developing the Trade Union Law (amended). Lao Dong Newspaper is one of the collectives that the Vietnam General Confederation of Labor commended.
At the 8th Session, the 15th National Assembly voted to pass the 2024 Trade Union Law with 443/456 delegates participating in the vote in favor.
The Law has 6 chapters and 37 articles (an increase of 4 articles compared to the current Law) and takes effect from July 1, 2025.
The law stipulates continuing to maintain the union fee contribution rate at 2%, along with amending and supplementing regulations to clarify the principles of management and use of union finances; amending and supplementing the expenditure tasks of union finances...
The 2024 Trade Union Law has some outstanding new points: Expanding the right to establish, join and operate trade unions for employees without labor relations; expanding the right to join and operate trade unions for foreign workers; regulating the right to join Vietnam Trade Union for employees at enterprises.
Supplement the principles of organization and operation of Vietnam Trade Unions and clarify the principles and contents of international cooperation on trade unions; specify the system of organizing Vietnam Trade Unions; supplement and clarify prohibited acts in the direction of classifying groups of acts clearly according to specific criteria.
In addition, it is necessary to specify the rights and responsibilities of representing, caring for and protecting the legitimate and legal rights and interests of union members and workers; supplement the right to supervision and social criticism of the Trade Union; supplement cases of exemption, reduction, and suspension of trade union fee payment; amend and supplement regulations to clarify the principles of management and use of trade union finances, supplement regulations on the Vietnam General Confederation of Labor to decentralize the collection and distribution of trade union funds.
The 2024 Social Insurance Law, consisting of 11 chapters and 141 Articles, takes effect from July 1, 2025 with many major changes and adds many benefits to participants.
