Responsibility allowance for commune union officials from January 1, 2026

The Vietnam General Confederation of Labor has just issued No. 613/QD-TLD on the allowance regime for trade union officials at all levels.

The decision takes effect from January 1, 2026, replacing Decision No. 5692/QD-TLD dated December 8, 2022 of the Presidium of the Vietnam General Confederation of Labor regulating the allowance regime for trade union officials.

Article 4 of the Decision stipulates the responsibility allowance for commune, ward, and special zone trade union cadres; trade unions at the grassroots level on a special basis as follows:

1. positions for responsibility allowances:

Members of the Executive Committee of the Trade Union of communes, wards, and special zones; trade unions at the grassroots level.

Members of the Inspection Committee of the Trade Union of communes, wards, and special zones; Trade unions at the grassroots level.

Members of the mass women's union of communes, wards, and special zones; trade unions at the grassroots level.

2. The responsibility allowance for commune, ward, and special-zone union cadres; and special-level unions is determined according to the average number of employees participating in social insurance as the basis for paying union funds within the management unit of the previous year.
