Maximum responsibility allowance for the position of grassroots union chairman from January 1, 2026
The Vietnam General Confederation of Labor has just issued a decision on the allowance regime for trade union officials at all levels.
The decision takes effect from January 1, 2026, replacing Decision No. 5692/QD-TLD dated December 8, 2022 of the Presidium of the Vietnam General Confederation of Labor regulating the allowance regime for trade union officials.
According to the regulations on allowances for trade union cadres at all levels issued with the decision, the maximum responsibility allowance for the position of grassroots trade union president from January 1, 2026 is as follows:


The regulation also clearly states that grassroots trade unions are allowed to use up to 30% of the collected union funds and union fees (the part of the grassroots trade union used) to pay salaries, allowances for full-time trade union officials and allowances for grassroots trade union officials.
In case this funding source is not used up, additional expenses will be paid to union members. For grassroots trade unions that are professionally supported with funding for paying allowances to union officials, the use is decided by the grassroots trade union.
