Hanoi Dialogue Conference receives more than 500 recommendations from workers
At the dialogue with the leaders of Hanoi City on the afternoon of May 28, many workers expressed their desire to take their children to school on the opening day, and at the same time made recommendations on housing, schools, insurance, health care and labor policies in accordance with reality.
Proposal to have an income of VND25 million or less is eligible to buy social housing
Ms. Nguyen Thi Huyen Trang - Star Fashion Company Limited - proposed that the City People's Committee consider building low-cost accommodation and kindergartens for children of workers. According to Ms. Trang, this not only solves the problem of housing for workers but also ensures stability for their families and jobs.
Regarding the conditions for buying social housing (NOXH), Ms. Chu Thi Bau ( Kanepackage Company Limited) said that the regulation only applies to people with an income of less than 15 million VND/month, which is not suitable for reality in Hanoi and Ho Chi Minh City. Because the regional minimum wage is over 4 million VND and most businesses pay higher, not to mention bonuses - especially Tet bonuses - causing many workers' income to exceed the prescribed level, even though life is still very limited.
Ms. Bau suggested that the city propose to adjust the income level eligible for social housing purchase to 20-25 million VND/month to better suit the actual situation in large cities.
Deputy Director of Hanoi Department of Construction Practice Van Phuong said that according to the plan for the period of 2021-2025, the city is implementing investment in construction of social housing associated with union institutions for workers in industrial parks, according to the Project approved by the Prime Minister in Decision No. 655/QD-TTg and 1729/QD-TTg. However, the biggest difficulty today is the synthesis of actual needs. Mr. Phuong also acknowledged that the construction industry was responsible for delayed.
Regarding the workers' recommendations, the Chairman of the Hanoi People's Committee affirmed that this year the city will complete, even exceeding the social housing target.
Research on increasing annual holidays and Tet at the right time
Another issue that many workers are interested in was raised at the dialogue - that is, the Chairman of the City People's Committee proposed to the Government and relevant ministries and branches to study increasing annual holidays and Tet at an appropriate time. In particular, research is to increase the number of public holidays on National Day (vacation from September 2 to 5), creating opportunities for workers to take their children to school on the opening day. This is a very strong wish of the majority of workers whose children are of school age...
Regarding this aspiration of workers, Central Party Committee member and Chairman of the City People's Committee Nguyen Sy Thanh analyzed that entering an era of rising up, it is necessary to improve labor productivity. When labor productivity is not as expected, it is necessary to take advantage of the time for labor to produce. Parents' wishes to be present on their children's opening day are legitimate and need to be resolved by another mechanism, not necessarily extending the day off...

At the Dialogue, the Organizing Committee received over 500 opinions and recommendations from labor union and labor union delegates. Through the synthesis of opinions and recommendations, focus on 4 groups of issues: social housing, housing for employees; schools for employees' children; health care, health care, social insurance, food safety; training, fostering, improving skills; supporting businesses.
