Clause 1, Article 8 of Decree 307/2026/ND-CP Regulating the selection, recognition, and policy for prestigious people in ethnic minority areas and policies for visiting, congratulating, giving gifts, encouraging, meeting, praising, and honoring a number of ethnic minority organizations and individuals (effective from September 20, 2026), stipulates the recognition of prestigious people as follows:
a) Village heads organize village meetings with the participation of at least 2/3 of households (each household elects 01 person from 18 years of age or older with full civil act capacity according to the provisions of law). The conference disseminates the content of policies, criteria, conditions, quantity, and selection procedures; implements the procedures for introducing, nominating and selecting reputable people. Based on the number of reputable people in the village elected, each village nominates at least 02 people to elect 01 person. The selected person must reach over 50% of the total number of households in the village to unanimously approve in the form of voting or voting. In case a reputable person has not been selected for the first time, a re-election is organized. After selecting a reputable person, the village head shall make a record of the village meeting meeting (Form No. 01 attached to this Decree) accompanied by a document requesting recognition of a reputable person and send it to the commune-level People's Committee.
In case the village meeting cannot select a reputable person as prescribed in point a, clause 1 of this Article, the Village Head shall report to the Chairman of the Commune-level People's Committee and re-organize the village meeting to select a reputable person as prescribed.
b) Within 05 working days from the date of receiving the village's request document, the Chairman of the Commune-level People's Committee shall consider and decide to recognize people with prestige in the commune, publicly list in the village (Form No. 02 attached to this Decree) and send a report to the Provincial-level People's Committee (through the state management agency on ethnic minority, belief, and religious affairs at the provincial level) for synthesis, monitoring, and direction.
Thus, from September 20, 2026, village heads will do the above regulations to recognize reputable people.
