What criteria are required for security and order protection teams at the grassroots level to excellently complete tasks
The security and order protection team at the grassroots level must excellently complete the task and must meet the criteria in Instruction 01/HD-BCA-V05.
Criteria for evaluating the classification of grassroots security and order protection teams for excellent completion of tasks are guided in Sub-section 1, Section IV of Instruction 01/HD-BCA-V05 in 2026 as follows:
(1) Strictly and fully perform the tasks assigned by the Commune-level Police; based on the program and plan of the Commune-level Police, assign specific tasks to each member of the Team and monitor, inspect and evaluate the implementation results.
(2) Organize regular meetings according to regulations; fully participate in meetings and meetings organized by the Commune-level Police; report the situation and results of activities fully and on time.
(3) No member of the Team: violates the prohibited acts specified in Clauses 1 and 2, 5, Article 6 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level 2023, is dismissed from participating in the force participating in security and order protection at the grassroots level as prescribed in Point c, d, Clause 3, Article 17 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level 2023; is classified as "Unfulfilled tasks".
(4) Maintain discipline and internal solidarity; strictly implement legal regulations and guiding regulations for the activities of forces participating in protecting security and order at the grassroots level as instructed by competent authorities. The members of the Team fully and actively participate in training courses on politics, law, professional skills, and situation handling skills when summoned by superiors to perform safely and effectively the assigned tasks.
(5) Complete over 95% of assigned tasks under 06 groups of tasks to support the Commune-level Police as prescribed in Chapter II of the Law on Forces Participating in Security and Order Protection at the Grassroots Level 2023, many of which are highly effective, have good and creative methods, and are recognized by the Commune-level Police and local authorities.
(6) Proactively and regularly coordinate closely with Village Heads, Heads of Residential Groups, Front Working Committees, and socio-political organizations in villages and residential groups in performing the task of protecting security and order and building a movement for the entire people to protect national security.
(7) Proactively and actively support the Commune-level Police in effectively implementing the criteria for "Safety in security and order" standards in the area under their management as prescribed in Clause 4, Article 4 of Circular 124/2021/TT-BCA stipulating residential areas, communes, wards, towns, agencies, enterprises, and educational institutions meeting the standards of "Safety in security and order" (amended and supplemented by Circular 48/2025/TT-BCA).
8. Actively support the construction of a movement for the entire people to protect national security, contributing to the construction of an area in charge of classifying movements to achieve "Excellence" according to Articles 5 and 6 of the "Regulations on criteria for evaluating and classifying movements for the entire people to protect national security" issued with Decision 510/QD-BCA-V05 of 2022 of the Minister of Public Security; have typical advanced examples of commendation and reward.
