Phap Tri Law Company Limited (Hanoi Bar Association) answers: Exploiting information and land data is a need of individuals and organizations when carrying out transactions such as buying and selling, gifting, inheritance, applying for a Certificate of Land Use Rights or resolving disputes.

From 2026, this procedure has undergone many changes to simplify dossiers, reduce administrative procedures and create convenience for people.

Resolution No. 66.19/2026/NQ-CP has abolished the administrative procedure on providing information and land data specified in point i, clause 1, Article 223 of the 2024 Land Law; Part VI, Appendix I of Decree No. 151/2025/ND-CP, and no longer applies Form No. 14 issued together with Decree 151/2025/ND-CP.

Instead, the request for information is made according to Form No. 01A and Form No. 01B issued together with Decree No. 13/2018/ND-CP according to the provisions of law on information access.

Therefore, the order of procedures for requesting information and land data is also changed as follows:

Forms and required dossiers

Form of request: The requester can send the Information Request Form directly at the headquarters of the state agency, or send it via electronic network, postal service, fax.

The required form: Citizens use Form No. 01a; organizations, unions, and businesses use Form No. 01b issued together with Decree 13/2018/ND-CP.

Content of the request form: Must clearly state full name, address, personal identification number/passport; name of documents, records, land documents to be provided; purpose and form of information receipt.

Receiving and processing requests

State agencies are responsible for receiving requests and entering the Tracking Book to provide information as requested. For valid requests, the agency will send a Request Receipt Form (Form No. 02) to the requester.

Notice of settlement: State agencies send a Request Resolution Form (Form No. 03) to notify the deadline, location, form of information provision and actual incurred costs (if any).

In case of refusal: If the information is state secret or not under the responsibility of providing, the agency must notify in writing and state the reason according to Form No. 05.

Deadline for settlement

The term is classified based on the nature of the land data information:

Simple information available:

Provide immediately if requested directly at the headquarters.

At the latest 03 working days from the date of receiving a valid request if requested online or by mail.

Complex information:

At the latest 10 working days if directly requested.

At the latest 15 working days if requested online or by post.

In case more time is needed for consideration and search, the agency can extend it but not exceed the initial time limit (10 or 15 days) and must notify in writing.

Cost of providing land data

The requesting party must pay fees for exploitation and use of land documents according to the collection schedule in Circular 56/2024/TT-BTC.

Some typical revenue levels:

Land plot information (full): 45,000 VND/plot.

Cadastral map: From 150,000 to 1,000,000 VND/piece depending on the proportion.

Land registration dossier (scan): 8,200 VND/page (from page 6 it is 900 VND/page).

The requester must pay the actual costs for printing, copying, taking photos, sending information and fees as prescribed before data is provided.

Form of information reception

Land data can be provided in the following forms:

Directly read, view, record, copy, and take photos of documents at the agency headquarters.

Receive copies, photos via electronic network (email, attached files, access codes).

Receive copies and photos via postal and fax services.
