Retired military officers are entitled to security and allowances from the current General
A reader with email levanxxx@gmail.com asked: Are retired military officers entitled to the salary and allowances of General officers on active duty?
The Lao Dong Newspaper Legal Consulting Office replied:
Point a, Clause 1, Article 4, Decree 343/2025/ND-CP (effective from January 1, 2026), stipulates the pension for nursing care as follows: Subjects specified in Clause 1; Points a, b and c, Clause 2, Article 2 of this Decree, are supported with a pension for nursing care once a year, the benefit level is the same as the pension and allowance level of the General officer on duty;
Clause 1, Points a, b, c Clause 2, Article 2 of Decree 343/2025/ND-CP stipulates:
1. General-level officers have retired.
2. Retired officers of the rank of Lieutenant and Lieutenant include:
a) Colonel-level officers receive a salary of VND 668 as prescribed in Decree No. 235/HDBT dated September 18, 1985 of the Council of Ministers on improving the salary regime for workers, civil servants and armed forces;
b) Officers who, before retirement, hold positions or have held positions of Commander or Political Commissar (Army, Corps, Navy Region, Coast Guard Region and equivalent); Heads of Departments with the function of directing the entire army. Officers who have held or held a position before retirement or have a position allowance coefficient of 0.9 or higher as prescribed in Decree No. 25/CP dated May 23, 1993 of the Government temporarily stipulating the new salary regime for civil servants, public employees, public employees and armed forces or have a position allowance coefficient of 1.1 or higher as prescribed in Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces;
c) Colonel-level officers increase their salary for the second time; officers who, before retirement, hold the position or have held the position of Deputy Commander, Deputy Political Commissar (Army, Corps, Navy Region, Coast Guard Region and equivalent); Deputy Directors of Departments with the function of directing the entire army. Officers who have held a position before retirement or have held a position have a position allowance coefficient of 0.8 as prescribed in Decree No. 25/CP or hold a position with a position allowance coefficient of 1.0 as prescribed in Decree No. 204/2004/ND-CP;
Thus, from January 1, 2026, the above-mentioned retired military officers will receive security and compensation from General officers on duty.
