Clause 2, Article 8, Decree 343/2025/ND-CP (effective from January 1, 2026), stipulates the management of retired military officers as follows:

a) The People's Committee at the commune level (Commune-level Military Command) synthesizes and manages the number and list of retired military officers in the commune to implement the regime and policies within the scope prescribed in this Decree; based on the number and list of retired military officers at the commune level that are being managed, periodically (quarterly, annually) or suddenly synthesizes and reports the management list, monitoring changes to the Political Department of the Hanoi Capital Command or the Provincial Military Command where the military officers are stationed according to regulations;

b) The Provincial People's Committee (Provincial Military Command) manages the number and list of retired military officers residing in the province (except for Hanoi City) to ensure funding, direct the implementation of regimes and policies within the scope of this Decree; periodically (quarterly, annually) or suddenly compile and report the list of management and monitoring of changes to the Military Region (political Department) according to regulations;

c) The Hanoi Capital Command (political Department) manages the number and list of retired military officers residing in Hanoi to ensure funding, direct the implementation of regimes and policies within the scope prescribed in this Decree (except for regimes and policies implemented by units under the Ministry of National Defense as prescribed in Point d of this Clause); periodically (quarterly, annually) or suddenly synthesize and report the list of management and monitoring of changes to the Ministry of National Defense (Department of Policy - Social) according to regulations;

d) Military regions (political Departments) manage the number and list of retired military officers residing in the military region to direct the implementation of regimes and policies within the scope prescribed in this Decree; periodically (quarterly, annually) or suddenly compile and report the list of management and monitoring of changes to the Ministry of National Defense (Department of Politics - Social) according to regulations;

d) Units under the Ministry of National Defense stationed in Hanoi (political agencies) manage the number and list of subjects specified in Clause 1 and Points a, b, c, Clause 2, Article 2 of this Decree, residing in Hanoi to direct the implementation of the nursing home regime and press regime within the scope of this Decree; periodically (quarterly, annually) or suddenly summarize and report the management and monitoring list to the Ministry of National Defense (Department of Politics - Social) according to regulations;

e) The Ministry of National Defense (Department of Politics and Social Affairs) manages the number and list of retired military officers nationwide to direct the implementation of regimes and policies within the scope prescribed in this Decree;

g) The content of the content of compiling and reporting the list of managing and monitoring retired military officers residing in the area from the commune level to the Ministry of National Defense level prescribed in this clause shall be carried out periodically annually according to Form No. 07 and quarterly according to Form No. 08 in the Appendix issued with this Decree.
