This regulation stipulates early salary grade promotion due to outstanding achievements in performing tasks and salary grade increase exceeding one grade due to outstanding qualities and abilities, with particularly outstanding achievements for cadres, civil servants, public employees and employees in state agencies at the city and commune levels; public non-business units under the management authority of the City People's Committee.
