Clause 3, Article 28, Decree 283/2026/ND-CP stipulating penalties for administrative violations in the fields of labor, social insurance, and Vietnamese workers going to work abroad under contracts (effective from September 10, 2026) stipulates as follows:

3. A fine of between 10 million VND and 15 million VND shall be imposed on employers for one of the following acts:

a) Keeping personal papers of employees who are domestic helpers;

b) Not paying employees who are domestic helpers social insurance and health insurance money according to the provisions of law so that employees can actively participate in social insurance and health insurance.

Point c, Clause 5, Article 28 of Decree 283/2026/ND-CP stipulates: Forcing employers to return personal papers to employees who are domestic helpers for acts violating the provisions of point a, Clause 3 of this Article;
