The Chairman of the Commune People's Committee's authority to fine land money is increased 50 times from August 31

Clause 1, Article 6 of Decree 281/2026/ND-CP (effective from August 31, 2026) stipulates the amendment and supplementation of Clause 1, Article 30 of Decree No. 123/2024/ND-CP stipulating penalties for administrative violations in the field of land as follows:

1. The Chairman of the People's Committee at the commune level has the power to:

a) Warning;

b) A fine of up to 250 million VND;

c) Suspension of consulting service activities for a term of 03 months;

d) Applying remedial measures specified in Clause 3, Article 4 of this Decree.

Previously, Clause 1, Article 30 of Decree No. 123/2024/ND-CP stipulates the authority of the chairman of the commune-level People's Committee to:

a) Warning;

b) A fine of up to 5 million VND;

c) Confiscation of documents that have been erased, corrected, or distorted in content, fake documents used in land use;

d) Applying remedial measures: Forcing the restoration of the original state of the land before the violation; forcing the restoration of the original state of the administrative unit boundary markers.

Thus, from August 31, the Chairman of the Commune People's Committee is allowed to increase 50 times the authority to fine administrative violations in the field of land.
