Ministry of Public Security gives reasons for not dropping the question of right or wrong when watching traffic situation clips

Implementing the 2026 Program for building legal normative documents of the Ministry of Public Security, the Traffic Police Department is assigned to preside over the draft Circular of the Minister of Public Security regulating testing and issuing driver's licenses; issuing and using international driver's licenses (replacing Circular No. 12/2025/TT-BCA).

After a period of time, the drafting committee has summarized opinions, received and explained comments on the draft Circular above, and collected opinions until the end of July 29, 2026. Among the ministries, branches, and localities, there are comments from Vinh Long Provincial People's Committee.

The unit contributed opinions proposing not to use the form "Queries about right or wrong when watching short clips about traffic situations" because it is easy to put time pressure on candidates; overlapping with the content of watching clips in the waiting room before the test and "Queries connecting correct answers". Because this type of question may cause difficulties for some groups of candidates, especially older people or people with uneven education levels.

Regarding the number of questions and the time of the theory test, Vinh Long Provincial People's Committee proposed to focus on improving the quality of textbooks, test questions, updating actual traffic situations and strengthening post-inspection to ensure real traffic safety.

At the same time, study to increase the time for the theory test and consider reducing the number of questions in the test to better suit the students' ability to receive and process information.

Accordingly, motorbikes of class A, A1: increased the number of questions in the test from 25 questions to 30 questions, the test time from 19 minutes increased to 22 minutes, achieving when answering correctly 27/30 questions.

B1 class motorbike, increasing the number of questions from 25 to 35 questions, increasing the test time from 19 minutes to 25 minutes, achieving when answering correctly 32/35 questions.

Grade B car, increasing the number of questions from 30 to 40 questions, increasing the test time from 20 minutes to 25 minutes, achieving when answering 36/40 questions correctly.

C1 car, increasing the number of questions from 35 to 45 questions, increasing the test time from 22 minutes to 30 minutes, achieving when answering correctly 41/45 questions.

Grade C car, increasing the number of questions from 40 to 50 questions, increasing the test time from 24 minutes to 30 minutes, achieving when answering correctly 46/50 questions.

Class D1, D2, D cars, increasing the number of questions from 45 to 60 questions, increasing the test time from 26 minutes to 35 minutes, achieving when answering 56/60 questions correctly.

C1E, CE, D1E, D2E, DE class cars, increasing the number of questions from 45 to 60 questions; the exam time from 26 minutes increased to 35 minutes, achieving when answering correctly 54/60 questions.

With the above comments, the drafting agency proposed to maintain the draft content, not to remove the form of question right or wrong when watching short clips about traffic situations; not to remove the form of question connecting correct answers.

To prevent leapfrogging, moreover, the drafting agency will design short clips and a simple and easy-to-understand plan to connect correct answers," the drafting agency said.
