Conference to review 5 years of implementing Resolution No. 18-NQ/TW
On October 4, the survey delegation of the Central Organizing Committee led by Comrade Nguyen Thanh Binh - Director of the Department of Organization - Charter, Central Organizing Committee worked with the Vietnam General Confederation of Labor (Geral Confederation) on the preliminary review of 5 years of implementing Resolution No. 18-NQ/TW dated October 25, 2017 and the summary of instructions No. 37-HD/BTCTW dated April 8, 2022.
Comrade Tran Van Thuat - Vice President of the General Confederation chaired the meeting. Also attending were leaders of departments and units under the General Confederation of Labor and leaders of units: Bac Ninh Provincial Labor Federation, Vietnam Construction Trade Union, Vietnam Bank Trade Union, Labor Newspaper, and the Institute of occupational safety and health.

Presenting a preliminary report on the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee, on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently, according to Comrade Nguyen Ngoc Son - Deputy Head of the Organizing Committee of the General Confederation, in order to concretize the Party's viewpoints and policies in the spirit of Resolution 18-NQ/TW, the Party Delegation of the General Confederation issued a system of documents from plans, action programs, and projects to lead and direct the strengthening and innovation, reorganization of the apparatus of the General Confederation Agency and the Central and equivalent trade unions, general corporation trade unions under the General Confederation. The General Confederation has developed a project to innovate the organization and operation of Vietnamese trade unions in the new situation; developed a Project to reorganize the General Confederation of Labor's agencies; issued decisions to reorganize the apparatus and payroll associated with job positions for central trade union agencies to ensure stability, inheritance and innovation while streamlining the payroll in accordance with the spirit of Resolution No. 39-NQ/TW.
Direct and guide public service units under the General Confederation to develop a project on job positions and civil servant ranking structures to improve the quality of the staff, attract talented people, and improve the operational efficiency of public service units under the General Confederation.
After 5 years of implementing the Resolution, many projects have been confirmed effective, such as: Based on the project "Project No. 17-DA/DDTLD dated July 17, 2020, project to innovate the organization and operation of Vietnam Trade Union in the new situation" which has been advised and issued by the Politburo; The project "arranging and perfecting the organization of the General Confederation Agency" has been implemented and has been operating very effectively to date. The projects to reorganize central and equivalent trade union agencies, general corporation trade unions under the General Confederation of Labor associated with job governance and civil servant ranking structure have been implemented at 17/19 central and equivalent trade unions.
According to comrade Nguyen Ngoc Son, from 2017 to present, the General Confederation has reviewed and rearranged the staffing organization of the General Confederation Agency and central industry unions, general corporation unions under the General Confederation in the direction of streamlining, effective and efficient operations. In 2022, continue to review the functions and tasks of the following committees to report to the Presidium to have directions to resolve recommendations and propose difficulties and inadequacies if any.
The arrangement of the apparatus organization associated with staff streamlining in the spirit of Resolution No. 39/NQ/TW helps to reallocate resources in the right job position, in accordance with capacity and work efficiency.

After listening to some opinions from leaders of the Bac Ninh Provincial Federation of Labor, the Labor Newspaper, the Construction Trade Union, and the Bank Trade Union on the recommendations: to supplement the payroll for the province with an increase in the number of workers compared to before the National Assembly 18, to decentralize to the Central Trade Union to be allowed to recruit civil servants, to apply the recruitment for civil servants for full-time trade union officials, apply the model of 5 departments/units with sectors with 50 thousand or more union members, implement the regulation on end68/ND-CP on the contract regime for some types of work in state administrative agencies, public service units... Vice President of the General Confederation Tran Van Thu recommends that the survey delegation of the Central Organizing Committee: soon issue instructions on the assignment and management of payroll for provincial-level labor unions, district-level unions and district-level unions according to the provisions of Clause 2, 9/9.9 of the Secretariat. There are specific instructions on the organization, apparatus and staffing of full-time trade union officials at provincial trade union agencies, direct superior trade union agencies and trade union public service units so that the General Confederation has a basis for implementation. Specific guidance, helping Trade Unions at all levels determine job positions in accordance with their functions and tasks and meeting the requirements of political tasks assigned by the Party to the Trade Union in the new situation. Including guidance on developing a project on job positions for public service units. The arrangement of the apparatus; determination of job positions and staffing of trade union agencies at all levels need to ensure that Vietnam Trade Unions have enough resources, enough quantity, ensure quality, and have a suitable model to meet the new situation.

Synthesizing the contents of the working session, Comrade Nguyen Thanh Binh - Director of the Department of Organization and Charter, Central Organizing Committee assessed: The reports of the General Confederation and the opinions at the working session were very complete, comprehensive and rich. Regarding NQ38, the Party Delegation of the General Confederation of Labor has closely directed and demonstrated that as soon as NQ38 was available, the Party Delegation of the General Confederation immediately issued an action program and plan for implementation. Since then, the implementation of NQ38 has achieved many remarkable contents and results.
