Historical significance of the first General Election
The General Election on January 6, 1946 was a major historical event of the country and its great historical significance remains intact to this day.
The foundation for the political system and the legal position of the new State
Right after September 2, 1945 - the day President Ho Chi Minh read the Declaration of Independence, he affirmed to the world and all peoples the birth of the Democratic Republic of Vietnam. On September 3, 1945, at the first session of the Provisional Government, President Ho Chi Minh stated the need for a general election with a popular primary system more urgently than ever.
On September 8, 1945, Decree No. 14-SL signed by President Ho Chi Minh was clearly stated: "According to the Resolution of the National Assembly on August 16-17, 1945 in the liberation zone, it is stipulated that Vietnam under the Democratic Republic and the National People's Government will be elected by a National Assembly in a popular manner at the head of the vote".
On January 5, 4, 4, President Ho Chi Minh called on the nation to vote: "5 Tomorrow is a happy day for our people, because tomorrow is the General Election Day, because tomorrow is the first day in Vietnamese history that our people begin to enjoy their democratic rights...".
According to his call, in all regions of the Fatherland, political forces together with social organizations have conducted activities to mobilize people to vote; militia forces are on duty to ensure the safety of polling stations; the revolutionary press team continuously issued propaganda articles to encourage the democratic spirit.
Overcoming bombs and bullets, weather, and difficulties in all aspects, the General Election took place in both the free and temporary zones. On January 6, 4, all 71 provinces and cities had 89% of the total number of voters and the whole country elected 333 delegates to represent the will and aspirations of the entire people. Of which, 57% of delegates belong to different party groups; 43% of delegates are non-party groups; 87% of delegates are workers, farmers, revolutionary soldiers; 10 delegates are female delegates and 34 delegates are ethnic minority delegates. As President Ho Chi Minh said, for the first time in history, the Vietnamese people have been able to express and enjoy their democratic rights. This victory opened the process of building a new democratic regime - socialist democracy.
The leap forward in the development of Vietnamese democratic institutions
The victory of the first General Election also has great historical significance, opening the process of building a new democratic regime and creating an institutional foundation for the Vietnamese political system. The birth of the National Assembly after the success of the General Election is a brilliant milestone marking the first leap forward in the development of Vietnam's democratic institutions.
From there, open a new era of development, an era for our country to have a National Assembly, a unified Government, a progressive Constitution and a system of government with full legal status to represent the Vietnamese people in the international arena both internally and internationally. With the function of the highest representative body of the People, the state power body of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, the National Assembly of Vietnam elected by the People's Representatives has been exercising the right to establish the Constitution, the right to legislate, decide on the most important issues of the country and supervise the activities of the State.
The success of the General Election is also decisive for the revolutionary cause of fighting for national independence, democracy, fairness and social progress of our people. At the same time, the victory of the General Election also demonstrated the spirit of solidarity and independence of the entire Vietnamese people, thereby contributing to firmly consolidating the young government in the context of fighting against "inside and outer groups".
At the first session of the National Assembly, President Ho Chi Minh said: "The General Election is the result of the sacrifice and struggle of our ancestors, it is the result of the heroic solidarity of all of our Vietnamese people, the solidarity of all of our compatriots, regardless of age, youth, big or small, including all religions and all ethnic groups on the border of Vietnam, closely united into a bloc of sacrifice that did not fear danger in fighting for independence for the Fatherland".
Nearly 80 years have passed, but the victory of the first General Election is still valid. The National Assembly of Vietnam has also continuously grown and matured, becoming the embodiment of the great national unity bloc, representing the will and aspirations of the People. Entering the new era, under the leadership of the Communist Party of Vietnam, the coordination of State agencies, the Fatherland Front and people's organizations, the National Assembly will continue to be the highest representative body of the people, the highest State power body, worthy of its position to soon make Vietnam a developed country with high income, strength, prosperity and happiness.
