Vietnam transforms, rises to leadership position
In October 2025, Vietnam will host the Opening Ceremony and Summit of the United Nations Convention against Cybercrime (Hanoi Convention) in Hanoi, leaving a deep impression, raising the stature of multilateral diplomacy to a new stage of development.
Outstanding contributions to the Vietnamese "brand"
With the Hanoi Convention, for the first time a location in Vietnam has been recognized and associated with a global multilateral treaty related to the field that is of great interest to the international community.
This choice reflects Vietnam's increasingly high position and international prestige in actively promoting multilateralism, participating in leading the process of building and shaping global digital governance frameworks, ensuring cyber security and national sovereignty in cyberspace.
Politburo member and President Luong Cuong affirmed that for Vietnam, the signing of the United Nations Convention against Cybercrime is not only an honor but also a responsibility to the international community.
We are proud that Hanoi - the capital of a country that rose from the ashes of war, was chosen as the starting point to create a peaceful, cooperative and trusting cyberspace. Vietnam's hosting of the signing ceremony and being the first country to sign the Hanoi Convention is a testament to our strong commitment to the rule of law, fully fulfilling international obligations and contributing to strengthening global legal order in cyberspace" - President Luong Cuong emphasized.
Meanwhile, UN Secretary-General Antonio Guterres thanked and congratulated Vietnam on successfully hosting the opening ceremony of the Hanoi Convention, considering this the latest proof of Vietnam's outstanding role and contributions at multilateral forums, along with contributions and initiatives that have become "brands" in the fields of peacekeeping, promoting sustainable development, responding to climate change and South-South cooperation.
According to General Secretary Antonio Guterres, Hanoi - a city that demonstrates the spirit of the digital age: Innovation, potential and connection - is an ideal place for the treaty signing ceremony and this choice is also a recognition of Vietnam's positive contributions to the field of global cybersecurity. Strong message from Hanoi
With the theme "Fighting cybercrime, sharing responsibility, looking towards the future", the Opening Ceremony and High-level Conference of the Hanoi Convention is considered the largest conference of the United Nations on cyber security ever. This global event not only marks a milestone in the history of international cooperation in cybersecurity, but also affirms Vietnam's role, prestige and responsibility towards the international community.
The event welcomed more than 2,500 delegates from 119 countries and territories, including 110 official national delegations, along with representatives of 150 multilateral organizations, social organizations, scholars and leading technology corporations in the world.
The most important highlight of the event was that 72 countries officially signed to join the Hanoi Convention right at the signing ceremony. This figure is counted as one of the largest international treaty events in the past 10 years. The signing of 72 countries, of which 64 signed right at the Signing Session at the main hall, is a record figure, showing a rare level of participation and support for a very new international document. This response is global in scope, with the participation of 19 Asia-Pacific countries, 21 African countries, 19 countries and the European Union (EU) and 12 countries in Latin America.
Recognition by international friends
Vietnam's hosting of the Opening Ceremony and being the first country to sign the Hanoi Convention has demonstrated its role as a proactive, responsible, brave and benevolent country. The event received high appreciation for its methodical, professional, thoughtful organization, demonstrating Vietnam's hospitality.
Many delegates expressed their appreciation for Vietnam's proactiveness and sense of responsibility in promoting global cybersecurity. When considering that Vietnam is a worthy and cant be any better place than Hanoi to hold the opening ceremony of the Hanoi Convention, South African Minister of Justice Mmamiloko Kubayi emphasized that this event was a great success with many ministerial delegations attending. This shows the commitment of countries to the Convention, but more importantly, it is in line with the respect that countries have for Vietnam. Hanoi is a peaceful and beautiful city, and we will know about this treaty and call it the Hanoi Convention, she said.
Belarus Minister of Home Affairs Ivan Vladimir Kubovichrakov affirmed: Vietnam's choice as the venue for the signing ceremony of the Hanoi Convention is a testament to Vietnam's important role in the global common effort in the fight against cybercrime. This event is a new opportunity for Vietnam to express its voice in the global forum.
British Ambassador to Vietnam Iain Frew commented: The Hanoi Convention is also a testament to Vietnams efforts in actively participating in global activities against cybercrime. According to the Ambassador, the gathering of many countries in Hanoi to participate in the opening ceremony of the United Nations Convention against Cybercrime really a historic moment.
At the event held in mid-November 2025 in New York, USA, to successfully celebrate the Opening Ceremony of the Hanoi Convention on the fight against cybercrime and a roundtable discussion on promoting the Convention to soon take effect and come into effective implementation in the coming time, Ambassador Do Hung Viet - Head of the Permanent Mission of Vietnam to the United Nations - affirmed that the Opening Ceremony and the Hanoi Convention Summit were successful in all aspects. The Ambassadors, Heads of Delegations of countries and experts on cybercrime and legal issues from different regions highly appreciated Vietnam's leadership and guidance role through the initiative to host the Opening Ceremony and Summit of the Convention against Cybercrime in Hanoi, affirming that the substantive contributions in recent times have reflected Vietnam's strong commitment to multilateralism and global efforts to respond to the challenge of cybercrime.
