Documents directing and operating press and publishing activities serving the task of protecting national security that have not been made public are under the protection of the State Secretariat.

Prime Minister Pham Minh Chinh has just signed Decision No. 19/QD-TTg on promulgating a list of state secrets in the fields of culture and information.

2. Radio and broadcasting plans in situations where the State declares a state of emergency and war.

3. Documents directing and operating press, publishing, broadcasting and electronic information, news, and information of facilities serving the task of protecting national security, social order and safety, and public health have not been made public.

4. Reports, documents seeking opinions on instructions, documents seeking opinions on handling violations or documents exchanged between ministries, ministerial-level agencies, agencies under the Government, provincial People's Committees and relevant agencies on assessment and proposing measures to inform and propagate to domestic and foreign press publications containing false information to the sovereignty and national security that has not been made public.

5. Reports, documents seeking opinions and instructions, documents exchanged between the Ministry of Culture, Sports and Tourism and ministries, departments and branches on information with content contrary to the viewpoint of the Party and State; distorted and fake information related to the Party and State leaders.

6. Documents for appraisal and direction in the process of handling documents and publications that violate Clause 1, Article 10 of the Publishing Law.

This Decision takes effect from January 6, 2026 and replaces Decision No. 1285/QD-TTg dated October 25, 2022 of the Prime Minister on promulgating the List of State Secrets in the fields of culture and sports; at the same time, abolish Clauses 7, 8, 9, 10, 11 and 12, Article 1 of Decision No. 2238/QD-TTg dated December 29, 2020 of the Prime Minister on promulgating the List of State Secrets in the field of information and communications.
