Speaking to the press, Mr. Hoang Dang Quang - Member of the Party Central Committee, Deputy Head of the Central Organizing Committee - emphasized that the 14th Congress has a particularly important and turning point, a special milestone on the development path of our country.
That historic mission poses a very high requirement in the Party's personnel preparation work, it is necessary to build a team of key cadres with sufficient qualities, capacity, and prestige to lead and direct the successful completion of revolutionary tasks in the new development stage of the country.
Accordingly, the preparation of personnel for the 14th Central Executive Committee (CC) has been proactively carried out by the Politburo and the 13th Central Executive Committee early, in accordance with the Party's regulations, ensuring scientific, strict, comprehensive, objective, transparent, promoting democracy, intelligence, reasonable standards and structures, inheritance, stability and development.
Mr. Hoang Dang Quang said that at the 10th, 11th, and 12th Central Conclusions, the 13th Executive Committee discussed democratically, carefully, and highly agreed to issue the orientation for personnel work of the 14th Party Executive Committee; clearly identified the viewpoints, requirements, principles, standards, conditions, structure, quantity, and personnel process of the 14th Party Executive Committee.
This is a particularly important political basis for the Politburo, the Secretariat, and the General Secretary to lead and direct the implementation of personnel work of the 14th Party Central Committee, with new viewpoints, principles, and requirements.
In particular, strengthening the leadership of the Party, maintaining principles, discipline, and order, along with promoting and expanding democracy; ensuring direct, comprehensive, regular, continuous, and tight leadership of the Party Central Committee, Politburo, Secretariat, and General Secretary.
The 14th Party Central Committee must be a clean, strong collective, truly united, highly unified in will and action; steadfast in the goal of national independence, socialism and the Party's innovation guidelines, closely attached to the people.
Personnel work must be conducted scientifically, methodically, fairly, objectively, comprehensively and effectively according to the motto: Do step by step, work by job, step by step, each group of titles from low to high, work hard to get there; introduce re-election first and then introduce first-time participation...
The Politburo and the 13th Party Central Committee have reached a very high consensus on the structure and number of the 14th Party Central Committee. There should be a reasonable structure to meet the requirements of leadership and direction in implementing political tasks of agencies, units and localities; ensure comprehensive leadership, inheritance, transition, innovation and continuous development of the team of senior leaders of the Party; Party committees, agencies of the National Assembly, ministries, branches, the Fatherland Front, socio-political organizations, and a number of other important organizations at the Central level, provincial and municipal Party committees must have personnel to participate in the Party Central Committee; at the same time, it is necessary to increase and reasonably supplement the number of Party Central Committee members for Party committees at the Central level, some ministries, branches, localities and places where they are merged and merged.
