According to the General Secretary, the results achieved in 2025 clearly demonstrate the bravery, great efforts and high sense of responsibility of the Party Committee, government and people of all ethnic groups in Dak Lak province. The Central Government acknowledges and highly appreciates those efforts.

However, from this very foundation, the requirements set for the next period should not only stop at overcoming difficulties but must break through more strongly, commensurate with the potential and strategic position of the province.

Emphasizing major viewpoints on development, the General Secretary requested Dak Lak to fundamentally innovate thinking, shifting from local management to creating strategic development space.

The province needs to establish the role of a focal point connecting the Central Highlands with the South Central Coast, border areas and national economic corridors. All major plans and projects must be placed in the overall regional and national development, overcoming localized and fragmented thinking.

On that basis, the province needs to reorganize the development space according to the "Plateau - coast - border" axis, taking strategic infrastructure as the pillar. Transportation, logistics, energy and digital infrastructure must become tools to organize economic flows, value chains and national defense - security posture; form growth poles and new development belts.

General Secretary To Lam especially emphasized the requirement to definitively remove institutional bottlenecks, focusing on the issue of land for agricultural and forestry farms, and at the same time substantially improve the business environment.

The province needs to strongly develop the private economy, considering this as one of the most important drivers of growth; the focus is to substantially reduce business costs, build a transparent, stable and predictable investment environment.

In addition, Dak Lak must focus on developing human resources, improving human quality, considering this as the foundation and decisive driving force of development.

Economic development must go hand in hand with investment in education, vocational training, and improving labor skills, especially for young people, ethnic minorities and rural areas; and at the same time bring science - technology, digital transformation and innovation into the strategic development center.

The General Secretary requested to build a government apparatus that acts, is disciplined, honest and responsible to the end; streamlining the apparatus is not only to reduce focal points but also to improve the quality of implementation and the efficiency of serving the People.

Local authorities at two levels must operate smoothly and effectively with clear assignment of people, clear tasks, clear authority, clear deadlines and clear responsibilities.

Dak Lak is a land that converges historical depth, unique cultural identity and tradition of solidarity between ethnic groups, the Central Government expects the province to play a more proactive role in the national development structure; not only a fulcrum for political and social stability but also a development space with identity, with clear and responsible contributions to the country's major goals.
