General Secretary To Lam and key leaders attended the national conference of the Government and local governments this morning.
On the morning of January 8, the Government held a national online conference with local authorities to evaluate the results in 2025 and deploy tasks for 2026.

Also attending the conference at the Government headquarters and local connecting points were Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Standing member of the Secretariat Tran Cam Tu; Politburo members, Secretariat members, Central Committee members, leaders of central and local departments, ministries and branches.
Speaking at the opening of the conference, the Prime Minister stated that in 2025, the economic growth rate will reach 8.02% (belonging to the group of countries with high growth in the region and the world), while maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; budget deficit, public debt lower than the prescribed limit...
In addition to the basic results achieved, we frankly acknowledge that there are still some limitations, shortcomings, and difficulties that need to be overcome.
In particular, transforming the economic structure, improving growth quality, developing science and technology, digital transformation, green transformation need to be made more efforts; the pressure to stabilize the macro economy, exchange rates, interest rates is still large due to external pressure; environmental pollution, traffic congestion have not been effectively handled...
The Prime Minister raised a number of key issues, which were suggestive for the conference to focus on discussing and giving additional opinions.
Accordingly, in the context of the situation in 2025 and the 2021-2025 term, what is noteworthy; what are the negative factors that greatly affect our country? Regarding leadership, direction and management, we have really been determined, made great efforts, acted decisively, and had solutions to "turn the situation around, change the state", "turn the risk into a problem"? Have all levels, sectors and localities really closely followed the situation and responded to policies proactively, promptly, appropriately and effectively?
Regarding the results in 2025 and looking back at the period of 2021-2025, what are the highlights? What are the figures that prove high growth and macroeconomic stability? What are the outstanding and breakthroughs of strategic infrastructure? What progress has been made in the fields of culture, society, and people's lives? What are the results of eliminating temporary and dilapidated houses, building social housing, and overcoming the consequences of natural disasters and floods?
What is new in the work of national defense, security, and anti-corruption, waste, and negativity? What are the bright spots in foreign affairs and international integration? Deploying a two-level local government and streamlining the apparatus at the central level, what problems need to be resolved and promoted?...
Regarding limitations, shortcomings, causes and lessons learned, the Prime Minister proposed to clearly identify what are bottlenecks, difficulties and obstacles in the fields? What are the objective and subjective causes? Why is there a good place to work, while there is a bad place to work? At the same time, share lessons learned from practical experience...
Regarding the main tasks and solutions in 2026 and the coming time, the Prime Minister proposed to clearly analyze the context of the situation in which a breakthrough solution is needed? What is the focus of management direction?
How should we thoroughly grasp and implement the Resolution of the 14th Congress and 10 Breakthrough Resolutions of the Politburo? What is the breakthrough solution to achieve the double-digit growth target, associated with macroeconomic stability? What should be done with institutional, infrastructure, and human resource breakthroughs? What issues should be focused on in developing culture, society, protecting the environment, ensuring national defense, security, and foreign affairs?...
The Prime Minister requested the delegates to give a concise speech, go directly to the issue and give direct comments on the draft Resolutions 01 and 02 of 2026 of the Government.
