General Secretary: Creating a favorable environment for research and development of modern weapons

Building the Academy as the leading innovation center of the country

On the morning of March 17, General Secretary To Lam, Secretary of the Central Military Commission, visited and worked at the Military Technical Academy, Ministry of National Defense.

Attending the working session were Politburo members: General Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense; Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission Trinh Van Quyet; Secretary of the Hanoi Party Committee Nguyen Duy Ngoc.

Speaking to direct at the working session, the General Secretary clearly stated that the Resolution of the 14th Party Congress identifies: Building a revolutionary, regular, elite, and modern People's Army right in the 2025-2030 term.

With the mission of training high-quality human resources, researching and developing, producing and testing, transferring advanced technology and international integration, developing military science and technology, the General Secretary requested that the Academy must regularly thoroughly grasp and firmly grasp the Party's viewpoints, guidelines, and policies, and laws of the State on military and defense tasks; focusing on new thinking and awareness of national defense and defense according to the spirit of the 14th Party Congress Resolution, the 12th Army Party Congress Resolution;

Thoroughly grasp and seriously and effectively implement 2 assertions (asserting the Party's military and defense guidelines; asserting the building of a politically strong Army), 2 promoting (promoting the building of a revolutionary, regular, elite, and modern People's Army; promoting international integration and defense foreign affairs), 2 preventing (preventing the risks of war and conflict; preventing all manifestations of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation" in the Party Committee of the Army and the entire army), 5-strong motto (strong politics, solid discipline, solid technology, solid military art, solid soldier life).

The General Secretary emphasized that the Military Technical Academy must take the lead in implementing the resolutions of the Central Government and the Central Military Commission on breakthroughs in education and training development; strongly innovate the content and training programs in a modern, practical and interconnected direction, closely linked with practice and the development of science and technology, promote international integration, taking "students and students as the center, schools as the foundation, and lecturers as the driving force".

The Academy invests resources, creates a favorable environment for research, design, and manufacture of modern weapons and technical equipment, ensuring to keep up with the development trend of world military science and technology; advises and proposes investment in planning, building synchronous, regular, and modern facilities and infrastructure; promotes digital transformation; builds the Academy into a national key research university, a leading innovation center of the country.

Mastering national key defense technology and dual-use technology

The General Secretary clearly stated that the Central Military Commission and the Ministry of National Defense shall preside over and coordinate with central departments, ministries, and branches to continue to pay attention to and have specific mechanisms, policies and funding sources for the Academy in training and science and technology, especially training and fostering a team of officials and lecturers abroad in fields such as quantum technology, atomic energy, geophysics engineering, and aerospace.

The General Secretary requested attention and direction to build the Academy into a training, scientific and technological research and innovation center, mastering key national defense technology and dual-use technology, reaching regional and world level; creating conditions for the Academy to be allowed to attract more financial resources, invest in modern laboratories, facilities, and create a favorable environment to attract outstanding domestic and international scientists to work.

On the occasion of the Academy's 60th Anniversary of Traditional Day (October 28, 1966 - October 28, 2026), the General Secretary wished the Academy to unleash and strongly promote all potentials and creativity, typical of the spirit of "Solidarity, bravery; innovation, creativity; intelligence, development". In which: Unity is strength; bravery to overcome difficulties; innovation to not fall behind; creativity to succeed; intelligence is the foundation; development is the goal and aspiration to rise up.
