Strong innovation in law-making thinking

This morning (September 25), in Hanoi, the 1st National Assembly Party Congress, term 2025 - 2030, held an official session.

Speaking at the Congress, General Secretary To Lam said that through reviewing the work of the recent term, the Political Report and comments at the Congress affirmed the important results that the Party Committee and Party organizations in the National Assembly have achieved in all fields.

According to the General Secretary, the basic working aspects of the National Assembly from legislative session, supreme supervision to deciding on important issues of the country have all had very positive changes.

In particular, it is a strong innovation in law-making thinking, solving a huge volume of legislative work, gradually removing bottlenecks and bottlenecks in institutions, mechanisms and policies.

The institutionalization of the Party's leadership policies is being implemented quickly with the synchronous and close coordination of the National Assembly, the Government and agencies.

The aspects of Party building and National Assembly agencies have also seen much progress; the apparatus of National Assembly agencies has been streamlined to operate effectively and efficiently.

In addition to the very positive results, the Political Report submitted to the Congress and the opinions of the delegates also frankly pointed out the remaining problems and limitations in the work of the National Assembly Party Committee.

Improving the people's character in all activities of the National Assembly

At the Congress, General Secretary To Lam requested that " institutional reform be turned into a competitive advantage, into a driving force for development". At the same time, it suggested 2 more requirements and 4 key work orientations for discussion, clarification, supplementation, and further improvement to unify implementation.

According to the General Secretary, it is necessary to improve the people's character in all activities of the National Assembly. This is a requirement in essence of the National Assembly - the highest representative body of the People. The Vietnamese National Assembly must be closely linked to the People, truly the "National Assembly of the People, by the People, for the People" - not only in words, but in each law, each question-and-answer session, each important decision...

Second is to enhance the Party's character in the activities of the National Assembly. This is a consistent requirement, ensuring that our National Assembly always adheres to the goal of national independence associated with socialism, putting the interests of the nation, people, legitimate rights and interests of the People first and foremost.

Regarding the 4 key working orientations, the General Secretary emphasized, continuing to innovate thinking, focusing on leading the National Assembly to perform well the 3 most important functions: legislative, supreme supervision, and deciding on important issues of the country.

In particular, Supreme supervision must truly go into depth, focusing on the most urgent issues such as land management, resources, environment, anti-corruption, waste, protection of human rights, civil rights, etc.

" onto-site supervision work, not only "listening to reports" but also having to go to practice, having direct dialogue with the people and subjects affected by policies; more importantly, it is necessary to approach the responsibility of organizations and individuals, ensuring that post-supervision recommendations are strictly implemented and have clear sanctions" - said the General Secretary.

According to the General Secretary, each resolution and decision of the National Assembly not only has an immediate impact on the socio-economy, national defense and security, and the lives of millions of people today, but also leaves a lasting impression on the future of the nation.

Therefore, the National Assembly needs to clearly demonstrate its courage, intelligence, objectivity, and fairness when deciding on important issues such as socio-economic development strategies, national budget allocations, key infrastructure projects, and social security policies.

Every National Assembly decision must truly put the national interests - ethnic interests, the interests of the People first of all, resolutely prevent and eliminate all domination of group interests, all negative impacts from the outside.

The General Secretary also stated the need to continue improving the development of the session agenda, the method of discussion, debate, questioning and answering questions, the process of examining, meeting voters, and supervising.
