General Phan Van Giang clearly stated the continued completion of the plan to adjust the organization and staffing of the Army in the period 2026-2030.
On February 24, in Hanoi, the Ministry of National Defense organized a briefing conference at the beginning of the Binh Ngo Spring 2026. The conference focused on assessing the combat readiness situation, organizing the Binh Ngo Lunar New Year 2026 and deploying key tasks for March 2026.
During the Binh Ngo Lunar New Year 2026, the entire army strictly maintains combat readiness; Strictly manages the airspace, sea, borders, inland and cyberspace; Grasp the situation, promptly advise and effectively handle military and defense situations, not to be passive or surprised, firmly protect the territorial sovereignty of the Fatherland.
Agencies and units served thoughtfully leaders of the Party, State, and Ministry of National Defense, visiting and inspecting combat readiness work, wishing Tet to some localities and units in remote and isolated areas, islands, and DK1 rigs; Coordinating to maintain political security and social order and safety so that people can enjoy Spring and welcome Tet happily and happily.
During Tet, the entire army promptly mobilized 1,481 officers and soldiers, 361 vehicles to participate in searching and rescuing 20 cases in some localities; organized the construction of a pontoon bridge across the Lo River, ensuring traffic as required by the Prime Minister.
Tet duty work is maintained strictly and in accordance with regulations; the operation of the commune-level military command is stable and effective. Units are assigned the task of coordinating to organize fireworks displays on New Year's Eve in 34 provinces and cities with 298 fireworks locations, serving people to enjoy Spring and welcome Tet safely.
Speaking at the conclusion of the conference, General Phan Van Giang - Member of the Politburo, Deputy Secretary of the Central Military Commission, Minister of National Defense - praised the agencies and units for strictly maintaining the combat readiness regime, organizing the Binh Ngo Lunar New Year safely and thoughtfully, and completing all assigned tasks well.
Regarding tasks in the coming time, General Phan Van Giang requested the entire army to continue to strictly maintain combat readiness; strictly manage the airspace, sea, border, inland, cyberspace, especially strategic and key areas; firmly grasp and accurately forecast the situation, promptly advise and effectively handle situations, not to be passive or surprised.
Strengthen control and prevent illegal entry and exit on borders, seas, and islands; Maintain the Navy, Coast Guard, and militia flotilla forces on duty, ready to fight in key sea areas.
The entire army organizes the assignment and receipt of troops to meet targets, thoroughly and safely review the quality of new soldiers; continue to complete the plan to adjust the organization and staffing of the Army in the 2026-2030 period; improve the quality of operations of the commune-level military command; strictly maintain regular order, strengthen military control, and strictly maintain discipline and order.
Along with that, continue to innovate and improve the quality of political and ideological education; strengthen the protection of the Party's ideological foundation; fight against wrong and hostile views; strictly protect internal politics, state secrets, and military secrets.
Effectively deploy mass mobilization and policy work, coordinate preparation, organize well the 515th National Steering Committee conference and participate in the election of National Assembly deputies of the 16th term, People's Councils at all levels for the 2026-2031 term in accordance with regulations.
