Prime Minister Pham Minh Chinh: Agriculture is still a pillar but must be innovated
Prime Minister Pham Minh Chinh affirmed that in the new era, agriculture is still a pillar but must make stronger breakthroughs.
At the Conference to summarize the work in 2025 and deploy tasks in 2026 for the Agriculture and Environment sector, Prime Minister Pham Minh Chinh spoke and gave instructions to the Conference.
The Prime Minister expressed his delight at the rapid and sustainable development of the agricultural and environmental sector; acknowledged, commended, and highly appreciated the efforts and results of the sector, contributing to the overall achievements of the country.
In the 2021-2025 period and especially in 2025, the whole country in general and the agricultural and environmental sector in particular have faced many unexpected, unpredictable and unpredictable fluctuations such as the COVID-19 pandemic; supply chain disruptions, market shrinkage; US tariff policies; natural disasters.
However, with the spirit of "The Party has directed, the Government is one, the National Assembly is one, the People and the business community are supportive, the Fatherland hopes for help, international friends help", the agricultural sector has achieved all set goals, with some goals beyond.
Through the Summary Report and comments at the Conference, the Prime Minister summarized the industry's achievements with "6 key phrases": (1) Streamlining the apparatus - (2) Breakthrough institutions - (3) Green - digital transformation - (4) "Three-field" development - (5) Open-air resources - (6) Persistently overcoming difficulties.
Accordingly, the apparatus is streamlined with the reduction of 25/55 internal focal points (45.5%); reduction of 30/80 public service units (37.5%) and is actively perfecting the system of organizing the implementation of agricultural extension tasks in the locality.
Regarding breakthrough institutions, the Ministry has advised the Government to issue 17 Decrees and 2 Resolutions; issue 66 Circulars. In particular, at the 10th Session of the 15th National Assembly, the National Assembly passed 2 Laws and 1 Resolution very important related to the fields of natural resources, environment and Land Law, to free up resources for development ( Laws amending and supplementing a number of articles of the Law on Geology and Minerals; Laws amending and supplementing a number of articles of 15 laws in the fields of agriculture and environment; Resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law).
The Ministry also actively promotes decentralization, delegation of authority, and division of authority in the operation of local government at 2 levels and simplifies administrative procedures, investment and business conditions (decentralization, delegation of authority 36 tasks and division of authority 232 tasks; proposed to cut and simplify 265/845 business conditions (31.3%) and 468/518 administrative procedures (90.3%)).
Regarding green - digital transformation, the Ministry and the agricultural and environmental sector have actively promoted the application of science and technology, innovation, digital transformation; have implemented the 9-day campaign to get rich, clean up the national database on land, basically complete the platforms of agricultural database, national fisheries database...
The three cooperatives developed with agriculture maintaining its growth momentum with an estimated growth rate of over 4%; exports continued to grow strongly with total export turnover of agricultural, forestry and fishery products estimated at over 70 billion USD, trade surplus of over 20 billion USD, up 19% over the same period in 2024; there was a shift in the thinking of "agricultural production" to "agricultural economy";...
Regarding open-air resources, resources such as land, minerals, water resources, etc. are effectively managed, exploited and used. The industry persistently overcomes difficulties in preventing, combating and overcoming the consequences of "storm over storm" and "flood over flood". In addition to advising on natural disaster warnings and forecasts, the industry has advised on regulating, operating, and ensuring the safety of the dam.

In addition to the achieved results, the Prime Minister basically agreed with the shortcomings, limitations, and causes pointed out by the conference; at the same time, emphasized the three major challenges" facing the industry in climate change; adapting to the trend of green, digital, and circular transformation; challenges in resources ( institutionalization, infrastructure, human resources, capital, governance, digitalization).
At the same time, the Prime Minister emphasized a number of lessons learned: Follow closely and implement the Party's guidelines and policies, the State's policies and laws, the direction and administration of the Government; coordinate well with ministries, branches and localities; closely follow the situation, respond to policies quickly, promptly, flexibly, appropriately and effectively, especially in unusual situations.
2026 is the first year of implementing the Resolution of the 14th National Party Congress and the 5-year Socio-Economic Development Plan for 2026-2030, with the goal of double-digit economic growth, creating a foundation for realizing the "2 year strategic goals", the Prime Minister affirmed the mission of the agricultural and environmental sector in contributing to the rapid and sustainable development of the country and ensuring the double-digit growth target will become heavier, there should be stronger solutions and orientations for breakthrough development, contributing to promoting growth, stabilizing the macro economy, controlling inflation, and ensuring major balances of the economy.
"agriculture is still a pillar, but it must be digitized, modernized, industrialized, applied science and technology, innovation; developing ecological agriculture, modern countryside, civilized farmers", the Prime Minister emphasized.
The Prime Minister requested the industry to thoroughly implement the key tasks and solutions of the industry according to the motto "6 groups of key words": (1) Modern management; (2) open-minded institutions; (3) Developing science; (4) prosperous agriculture; (5) Sustainable resources; (6) Safety environment and implementing 8 groups of tasks and solutions.
According to the Prime Minister, the mission assigned by the Party, State and People to the agricultural and environmental sectors in the new development stage of the country is very heavy but also very glorious and noble, requiring very high political determination, great responsibility, very drastic and effective action.
