The Prime Minister has important instructions on developing the rare earth industry
The Prime Minister emphasized the need to strengthen state management in this field, develop the rare earth industry, and contribute to strategic autonomy.
On January 17, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on a number of important contents. The meeting was attended by Deputy Prime Ministers, leaders of ministries, branches and agencies under the Government.
At the meeting, the Government Standing Committee discussed and gave opinions on the following contents: Developing a National Strategy on Rare Land; draft Government resolution on mechanisms to remove difficulties and obstacles for transitional BT projects and draft decree detailing the handling of obstacles for BT transport projects; and a number of other contents.
Regarding the development of a national strategy for rare earths, Prime Minister Pham Minh Chinh emphasized the need to strengthen state management in this field, develop the rare earth industry, and contribute to strategic autonomy.
These include tasks and solutions for: Building and perfecting institutions, mechanisms and policies, in which priority is given to deep processing; investing in finance, mobilizing state resources, public-private partnership resources and investors' resources; building and developing infrastructure; transferring and mastering advanced and appropriate technology; promoting public-private partnership; smart governance based on digital transformation.
The Prime Minister requested the Ministry of Agriculture and Environment and relevant agencies to coordinate and absorb opinions at the meeting, complete drafts, reports, and projects to submit to competent authorities for consideration and comments.

Regarding the mechanism to remove difficulties and obstacles for transitional BT projects, the Prime Minister directed the Ministry of Finance and relevant agencies to absorb opinions, complete and submit to the Government for promulgation resolutions according to shortened procedures and order.
The Prime Minister emphasized the requirement to comply with and apply in accordance with regulations, laws, authority, and harmonize the sharing of benefits and risks between the State, businesses and people.
On that basis, consider and handle projects with inspection conclusions, for projects without inspection conclusions, the provincial People's Committee shall conduct an inspection and handle according to its authority in the spirit of local decisions, local actions, and local responsibility.
Ministries and branches shall carry out work according to their authority, if they exceed their authority, they shall report to the Government and the Prime Minister.
