Nghe An - The Department of Construction said that the Provincial Administrative Center project is currently only in the research phase, preparing and adjusting related plans.
On January 12, information from Nghe An Department of Construction said that the unit had just issued a document providing official information related to the policy of building Nghe An Provincial Administrative Center, in which it affirmed that the project is currently in the research phase, making and adjusting related plans, not specifically determining the investment scale, capital and implementation progress.
According to the Department of Construction, the construction of the Provincial Administrative Center was assigned by the People's Committee of Nghe An province to study and propose a location to ensure synchronization with the urban space development orientation, meeting the requirements of administrative reform, facilitating traffic connections, having a suitable land fund and minimizing compensation and site clearance costs.
After reviewing, the Provincial People's Committee approved the study of the land along Vinh - Cua Lo Boulevard, in Vinh Loc Ward and Dong Loc Commune to plan the Provincial Administrative Center. To have a full legal basis to implement the next steps, the Provincial People's Committee assigned the Department of Construction to organize local adjustments to the above planning types in the area, ensuring consistency between planning levels.
Currently, the Department of Construction is implementing local adjustments to the Vinh City Master Plan to 2030, with a vision to 2050, and at the same time developing a Zoning Plan for both sides of Vinh - Cua Lo Avenue in the area that has been approved for study. At the same time, the Department of Construction will coordinate with relevant agencies to study and propose plans to arrange agencies and units to build in this area.
Based on the plan to arrange agencies, the Department of Construction will determine the investment scale, investment capital and implementation progress to ensure feasibility. After the planning is approved and the investment plan is agreed, the Department of Construction will advise the Provincial People's Committee to direct relevant agencies to carry out procedures on investment, land and construction in accordance with legal regulations to implement the project.
Previously, on January 9, 2026, Nghe An Provincial People's Committee issued a document directing relevant departments, branches and localities to carry out procedures to build the Provincial Administrative Center. Accordingly, Mr. Bui Thanh An, Permanent Vice Chairman of the Provincial People's Committee, assigned the Department of Construction to coordinate with the departments of Finance, Agriculture and Environment and the People's Committees of Vinh Loc Ward and Dong Loc Commune to seriously implement the direction of the Steering Committee for key projects and works, ensuring conditions to start construction of the Provincial Administrative Center in the first quarter of 2026.
