The Government Inspectorate determined that 491 projects need to continue inspection
The Government Inspectorate determined that 491 projects had difficulties, backlogs, and had a long period of time and needed to continue inspection work; about 2,500 projects did not need to be inspected.
On December 30, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired a conference to disseminate and implement the National Assembly's resolutions on removing obstacles for projects and land in the conclusions of inspections, examinations, judgments and national target programs for building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.
Regarding the removal of obstacles for land projects in inspection, examination and judgment conclusions, the Prime Minister said that after a period of implementing Conclusion 77 of the Politburo and Resolution 170 of the National Assembly, we have achieved some positive results.
Many problems have been resolved, the project continues to be implemented, bringing results and freeing up resources for the state, businesses and people. To date, solutions have been identified and there are solutions for 5,203 projects.
Of which, 3,289 projects and land with a total investment of about 1.67 million billion VND, 70,000 hectares of land have been put into operation.

Localities have continued to review, the Database System of the Steering Committee on Resolving backlogged projects recorded 2,991 projects with difficulties, backlogs, and prolonged problems that need to be resolved with a total scale of more than 153,000 hectares with a total investment of VND 2.46 million billion.
Of which, the Government Inspectorate determined that 491 projects need to continue inspection work; the remaining about 2,500 projects do not need to be inspected and continue to be implemented according to Conclusion 77 and Resolution 170.
The Ministry of Finance shall preside over and coordinate with the Government Inspectorate to review, synthesize, and submit to the Government for promulgation a list of projects and land that meet the conditions for applying the mechanisms and policies in Resolution 170, so that localities have a basis for immediate implementation.
Early submission to the Government to issue a Resolution on the mechanism for removing difficulties and obstacles for transitional BT projects in January 2026; urgently transfer projects under the authority of ministries, branches and localities for final handling.
The Prime Minister stated that it is necessary to completely handle the problems of projects under its authority; not avoid or shirk responsibility. The heads of local ministries and branches must be responsible to the Government for this issue.
For projects that need inspection, examination and auditing, continue to work urgently, not avoid, focus on proposing solutions to remove difficulties, free up resources, overcome difficulties, obstacles and consequences to soon put the project into operation, not to let it go to waste or suffer losses.
Regarding the second content of the conference, the Prime Minister stated that Resolution No. 257/2025/QH15 of the National Assembly is a major policy of great significance to continue perfecting institutions, removing difficulties and obstacles, promoting sustainable development of agriculture, ensuring social security and socio-economic development in rural, mountainous and ethnic minority areas.
The Prime Minister stated that the issue is to organize implementation well, ministries and branches review to ensure that there is no overlap in scope and subjects; promote decentralization and delegation of authority in implementation.
The Prime Minister directed the Ministry of Agriculture and Environment to urgently prepare a feasibility study report and issue a decision on program investment.
The Ministry of Finance proactively and urgently advises and issues guiding documents on program management, regulations on career capital management; speeds up the progress of investment capital allocation.
