Create unity of awareness, determination and action to successfully implement the Resolution of the 14th Congress

Comrade Pham Tat Thang, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Committee, Deputy Head of the Central Steering Committee's Standing Committee, grasped the situation of the people and public opinion on Party congresses at all levels; organized the collection of opinions, synthesized the comments of cadres, Party members and people on draft documents of the 14th National Party Congress, discussed with reporters of Nhan Dan Newspaper, and clarified the outstanding results and new points in this work.

Reporter: Dear comrade, how is the work of collecting public opinions on draft documents submitted to the 14th National Party Congress implemented in the spirit and requirements to ensure the promotion of collective intelligence, reflecting closely the reality and aspirations of the people?

Comrade Pham Tat Thang: The documents submitted to the 14th Congress not only summarize the development journey of the past 5 years, determine the direction, goals, tasks, and main solutions for the coming term, but also shape strategic thinking, vision and development orientation of the country until the middle of the 21st century. In that requirement, the work of collecting opinions and receiving comments from cadres, party members and people of all walks of life is an important political task that the Politburo pays special attention to and closely directs. Following the directives and conclusions of the Politburo, the Secretariat and the Central Propaganda and Mass Mobilization Commission have established a Central Steering Committee and a Working Group to grasp the situation of the people and public opinion on Party congresses at all levels; organize the collection of opinions, synthesize comments from cadres, Party members and People on draft documents of the 14th National Party Congress (Steering Committee); at the same time, issue many directives, instructions, inspections and urging documents to effectively implement, widely spread the democratic spirit, promote the intelligence and enthusiasm of cadres, Party members and people to contribute to the draft documents submitted to the 14th National Party Congress.

The work of collecting public opinions on draft documents submitted to the 14th National Party Congress was implemented in the spirit of promoting democracy, respecting people's opinions, mobilizing the intelligence of the entire Party, people, and army to ensure that documents accurately reflect the aspirations, wishes, and proposals of the people. The requirement throughout the consultation period is to fully and objectively reflect the concerns, expectations and enthusiasm of the people about the country's development orientation.

During the implementation process, the Steering Committee has deployed the consultation with all agencies, organizations and localities; many new and creative ways to expand access, mobilize the intelligence and enthusiasm of all classes of people at home and abroad to contribute to the draft documents. Notably, the Central Propaganda and Mass Mobilization Committee has deployed the collection of comments on draft documents through the online system nationwide. In order to attract the attention and enthusiasm of the younger generation, the Board has coordinated with organizations and units to collect public opinions by providing QR codes and links at Noi Bai, Tan Son Nhat, Da Nang, Phu Bai, Cam Ranh airports and at 1,200 locations in the Highlands cafe system nationwide. Nhan Dan Newspaper in collaboration with Vietnam Post Corporation has implemented a program to bring draft documents to 7,461 Commune Cultural Post Office locations.

In addition, the Central Propaganda and Mass Mobilization Committee, which is the Steering Committee, has promoted the experiences and good practices in many previous terms to collect enthusiastic opinions on the draft document submitted to the 14th Congress from the overseas Vietnamese community through the focal point of the embassy, representative agency, branch and mass organization, in many forms such as online seminars, seminars, contributions at the embassy, social networks and via email. Thanks to the synchronous implementation of these methods, many dedicated and responsible opinions of overseas Vietnamese have been sent, demonstrating their deep attachment to the cause of national construction and development.

Reporter: According to him, are there any highlights in the work of collecting comments this time that clearly demonstrate the spirit of promoting democracy and the intelligence of the entire Party and people compared to previous Congresses?

Comrade Pham Tat Thang: Compared to previous terms, the process of collecting public opinions on the Draft Documents submitted to the 14th National Party Congress shows remarkable progress in terms of form, method, quantity and quality. Thanks to that, nearly 5 million cadres, party members and people have contributed nearly 14 million enthusiastic and responsible comments to the draft documents. The draft documents submitted to the 14th Congress were prepared very early, with a meticulous, methodical development process and continuously updated in nearly the last two years of the term. The Document Subcommittee mobilized and gathered thousands of scientists and experts from universities, research institutes, and mass organizations, organized many seminars, talks, and exchanges of opinions on each issue. This is an important basis for us to gain experience and lessons, thereby effectively implementing the work of collecting public opinions and accepting comments from cadres, party members and people of all walks of life with draft documents submitted to the 14th Congress in the past time.

The acceptance of opinions from cadres, party members and people is taken seriously in the spirit of listening and listening. Especially when we have received a huge amount of opinions, many intellectual and sharp opinions, showing that people are truly interested and responsible for the important work of the Party and the country. The highlight is the spirit of openness, listening and respecting people's opinions placed at the center (opinions, whether unified or different, are respectfully received and thoroughly analyzed in a scientific, objective and highly responsible spirit for the interests of the nation and people). The receiving method is organized methodically, strictly, and scientifically. A notable highlight is the requirement to closely link the reception with the feasibility and effectiveness of the organization.

The new point of this work compared to previous Congresses is that we have the support of technology and more importantly, the methodical and scientific way of classifying and selecting opinions. Accordingly, the Central Propaganda and Mass Mobilization Committee has promptly studied and issued Instruction No. 18-HD/BTGDVTW-BCD dated July 3, 2025 on organizing the collection of opinions and synthesizing contributions from cadres, party members and people on draft documents to be submitted to the 14th National Congress of the Party. Emphasizing the need for the comments of cadres, party members and people to be fully, accurately and objectively compiled, the Steering Committee has issued a sample report summarizing comments with layout, section, and details; attached an appendix to the discussion content, comments and appendices to specific contributions. In addition, the Steering Committee has assigned the Department of Social Research - Public Opinion as a focal point to be ready for consultation and information support by phone calls, text messages, and email.

Thanks to the synchronous and scientific approach, many quality opinions on the draft Political Report, evaluating the results of implementing the Resolution of the 13th National Congress, the country's apparatus after 40 years of renovation as well as 13 national development orientations for the 2026-2030 period have been seriously accepted, reported to the Politburo and transferred to the Document Subcommittee for research, selection and completion. All comments are fully gathered, classified scientifically, and synthesized objectively, according to each document and each group of major issues; at the same time, they are promptly reported for the Document Subcommittee to study and absorb in the spirit of: any opinions that are valid, have a theoretical and practical basis, and are suitable for national and ethnic interests will be received to the maximum; all other different contents are analyzed, clarified, and seriously explained. The process of acceptance does not stop at editing sentences, but also contributes to clarifying development thinking, perfecting content, raising the aspirations and strategic vision of documents. This process has helped documents become closer to the people, more practical, and easier to implement.

It can be affirmed that this time, the collection of opinions and acceptance of comments has truly promoted democracy, mobilized the intelligence of the entire people; the documents submitted to the 14th National Congress are the result of the convergence of the will, aspirations and beliefs of the entire Party, the entire people and the entire army; is a new step in development in terms of theoretical thinking, political stature and practical value, a guideline, a solid foundation for the rapid and sustainable development of the country in the new period.
