Proposal from Ca Mau sent to the 14th Congress
Synthesizing the will and aspirations of the Party Committee and People of Ca Mau province, the recommendations sent to the 14th National Party Congress focus on 4 key groups of issues:
First, it is recommended that the Central Government study a roadmap for basic free medical examination and treatment for all people by 2030.
Second, pay attention to comprehensive human development, focus on nurturing ethics and culture in parallel with improving professional qualifications, meeting the requirements of sustainable development.
Third, it is recommended to include the "digital capacity" criterion in the assessment of cadres and party members, in line with the requirements of the new era.
Fourth, it is recommended to pay attention to policies and regimes for teachers in remote areas and commune-level cadres in the context of arranging and merging administrative units.
The above recommendations are compiled from Report No. 89, dated October 7, 2025 of the Ca Mau Provincial Party Committee, based on the comments of the Party congresses directly under the Provincial Party Committee on the draft documents submitted to the 14th National Party Congress.
People expect the country's innovation
Mr. Nguyen Van Trung, Phuoc Long commune believes that the 14th Congress will be an important milestone on the country's development path. Mr. Trung said that since switching to shrimp and rice production, his family's economic life has gradually stabilized; the introduction of ST rice varieties into cultivation has helped improve production efficiency. From that reality, he hopes that the Party and the State will continue to promote the National Target Program on new rural construction, pay attention to investing in transportation infrastructure, electricity, irrigation... to create conditions for agricultural products in remote areas to be convenient for consumption, avoiding the situation of good harvests, depreciation and vice versa.

Mr. Pham Thanh Trung Cau Do Hamlet, Vinh Loc Commune, Ca Mau Province hopes that the 14th Congress will have strong decisions, close to reality, associated with the lives of people in remote areas, and the elderly. Especially have policies to care for the elderly. In particular, it is necessary to pay attention to developing rural infrastructure, especially in remote areas to bring development momentum, facilitate trade, travel and learning for people in remote areas.

Mr. Nguyen Huu Phung, Hamlet 21, Bac Lieu Ward expressed: "I hope the Party and State will have more decisions to directly support workers, farmers, and those who directly produce rice grains and shrimp...".
With strong confidence, Ca Mau is looking forward to the 14th National Party Congress. I believe that the correct decisions from the congress will create new momentum, bringing the country firmly into the era of development - the era of the Vietnamese people's rise.
