Officers and non-commissioned officers of the commune-level police force in Hanoi are supported with VND 4,960,000/month

On November 27, continuing the working program at the 28th session - thematic session, with the majority of delegates participating in the vote, the Hanoi People's Council passed a Resolution regulating the content and level of expenditure to support the commune-level police force in Hanoi.

Accordingly, the city will provide monthly support to officers and non-commissioned officers of the Commune-level Police force under the City Police with VND 4,960,000/person/month.

"The support level of VND 4,960,000/person/month is applied generally to the commune-level police force to ensure accurate reflection of the importance; volume and nature of the work of the commune-level police force, which is the frontline force in ensuring security and order at the grassroots level" - the resolution clearly states.

The Commune-level Police force is very important; is the core armed force, the frontline force in comprehensively implementing the work of ensuring national security, maintaining social order and safety at the grassroots level; is the force closest to the people, closest to the people; grasps and listens to the thoughts and aspirations of the people, creating an important connection between the people and the Party Committee and the government.

Previously, the commune-level police had a small scale; mainly grasped the situation and managed residence; only performed the initial investigation coordination task in crime prevention; then, transferred to the district-level police to investigate according to their authority, so the commune police officers and soldiers only received a low support level (VND 1,800,000/person/month).

From March 1, 2025, CATP will not organize district-level police, the functions and tasks of district-level police will be transferred to commune-level police for implementation; the scale of the apparatus in terms of scope and administrative boundaries; the functions and tasks of commune-level police are larger; the volume and nature of the work of the commune-level police force are much more difficult, arduous, and complicated (3 - 4 times) than before; must directly handle security and order work in the area, directly handle, investigate and detect crimes.

Raising the level of support for the Commune-level Police force is appropriate; it accurately reflects the important nature of the Commune-level Police, which must be ensured early, from afar, from the grassroots level, not passive or surprised in any situation.

In the functions and tasks of the commune-level police force, officers and soldiers must also perform the task of investigating drug crimes; fire prevention, fire fighting and rescue tasks, but the commune-level police force is only supported at the rate of VND1,800,000/person/month. Meanwhile, officers and soldiers performing the task of investigating drug crimes; fire prevention, fire fighting and rescue tasks at Departments under the CATP are supported with a minimum month's salary in region I (VND 4,960,000/person/month) which does not clearly demonstrate the priority of the grassroots police force...

According to the resolution, the budget for supporting the Commune-level Police force in the city is about 664.48 billion VND/year for 11,164 comrades (of which: 8,490 comrades are being supported at the level of 1,800,000 VND/person/month; an increase of 481.1 billion VND/year compared to the current expenditure level).

Of which, the current budget is 183.38 billion VND/year; the additional annual budget is 481.1 billion VND/year. The funding source for implementation is arranged in the budget estimate assigned by the City to CATP.

In case officers and soldiers who are subjects specified in this Resolution and are also subjects specified in Resolution No. 38/2024/NQ-HDND dated December 10, 2024 of the City People's Council stipulating a number of contents and expenditure levels to support the Criminal Police force, Fire Fighting and Rescue Police force under the Hanoi City Police Department will only receive the highest support level.

This Resolution takes effect from the date of promulgation.
