Reviewing the stages of organizing congresses to ensure savings and combat waste

On August 22, 2025, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 185-KL/TW of the Politburo and the Secretariat on strengthening leadership and direction of the organization of Party congresses at all levels towards the 14th National Congress of the Party (Conclusion No. 185-KL/TW).

Conclusion No. 185-KL/TW clearly stated that the Politburo and the Secretariat requested Party committees and Party organizations at all levels to continue to thoroughly grasp and strictly implement Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on organizing Party congresses at all levels for the 2025-2030 term and the Central's instructions on preparing for the 14th National Party Congress. Provincial Party Committees, city Party Committees, and Party Committees directly under the Central Government focus on leading and directing the tasks including:

Organize Party congresses at all levels to ensure progress (the direct superior Party committees of the grassroots Party organizations, Party committees of communes, wards and special zones will be completed in August 2025; the Party committees directly under the Central Committee will be completed in October 2025); develop congress documents, action programs to ensure quality, closely follow and concretize the Central Committee's directives into specific goals, targets, tasks and solutions, in accordance with the characteristics of each level and each locality; organize quality comments, focus on discussing draft documents of the Party congress at each level and directly above the Party and the 14th National Congress of the Party;

Review the stages of organizing congresses to ensure thrift, fight waste, not showing off or being formal; thoroughly overcome the shortcomings and limitations pointed out;

Urgently improve and appoint Party Committee secretaries (in places with shortcomings), assign Party Committee members; complete and promulgate documents, develop working regulations, action programs to implement the congress resolution in August 2025, ensure timely concretization and implementation of the resolution right from the beginning of the term;

Develop a plan, organize training and professional development for the team of Party Committee members and Party Committee members of the Party Committee Inspection Committee in September 2025;

Based on the situation of the team of commune-level cadres, civil servants and public employees, proactively mobilize, arrange and assign commune-level cadres, civil servants and public employees to meet the requirements and tasks in the new situation.

The Party's 14th National Party Congress preparation subcommittees reviewed and accelerated the implementation of preparation tasks to serve the good organization of the 14th National Party Congress, and in the immediate future focused on preparing advisory contents to submit to the 13th Central Conference according to the set program.

The Politburo and the Secretariat assigned the Ho Chi Minh National Academy of Politics to preside over and coordinate with the Central Organizing Committee to complete the training program and fostering professional skills in Party building, government, and the Fatherland Front for cadres and civil servants, especially key cadres at Party committees at all levels; urgently organize and implement according to plan.
