Regulations on civil servant recruitment from July 1, 2026
The recruitment of public employees from July 1, 2026 is implemented according to the provisions of Article 17 of the 2025 Law on Public Employees.
At the 10th session of the 15th National Assembly in 2025, the National Assembly passed the amended Law on Civil Servants. The Law takes effect from July 1, 2026.
The 2025 Law on Public Employees has shown innovative thinking, creating a synchronous legal corridor for public employee management in a dynamic, transparent, and effective direction, improving the quality of operations of public non-business units associated with the requirements of innovation and digital transformation in the new period.
One of the contents that received much attention is the method of recruiting public employees mentioned in Article 17 of the Law.
Accordingly, the recruitment of public employees is carried out through the following method:
a) Exams;
b) Selection for each group of subjects according to the Government's regulations.
In addition to the recruitment method as prescribed in Clause 1 of this Article, the following subjects, if immediately meeting the requirements of the job position, are recruited as public employees:
a) Experts, scientists, people with special talents and abilities, people with appropriate experience;
b) People who are signing contracts to work at public non-business units;
c) Other subjects according to the provisions of law on industry and field.
For people who are currently cadres, civil servants, public employees, salaried people in the People's Army, People's Police, and cipher organizations, if they meet the standards and conditions of the job position and are agreed in writing by competent agencies and units to transfer to become public employees in public non-business units, they are not required to implement the recruitment regulations in Clauses 1 and 2 of this Article.
According to Dr. Nguyen Tien Dinh - former Deputy Minister of Home Affairs, these regulations aim to create inter-connection in the use of human resources between the public and private sectors; implement a mechanism to attract and value high-quality human resources to work in public non-business units.
The law stipulates the form of recruitment into civil service for experts, scientists, people with special talents and abilities, and people with appropriate experience.
Supplementing the contract signing mechanism for experts, scientists, jurists, good lawyers, typical and outstanding entrepreneurs or people with high professional qualifications in strategic and key industries and fields to perform the work of management, administration, development of public non-business units or perform the work of professional and nghiệp vụ positions of public employees.
