Quang Ninh still stops receiving commune-level civil servants to provincial-level units
Quang Ninh - The Office of the Quang Ninh Provincial Party Committee has just issued a notice of the directing opinion of the Standing Committee of the Provincial Party Committee on the reception of civil servants.
Accordingly, after considering Official Dispatch No. 228-TTr/BTCTU dated January 15, 2026 of the Provincial Party Committee's Organization Committee on receiving civil servants into the payroll of Party and mass organizations and ranking civil servant ranks in January 2026, the Standing Committee of Quang Ninh Provincial Party Committee directed: Continue to implement the temporary suspension of receiving cadres, civil servants, and public employees from commune level to work at provincial-level agencies, departments, boards, and branches until there is a new notice from the Standing Committee of the Provincial Party Committee (except for cases of receiving to the Provincial Youth Union).
In special cases, the consent of the Standing Committee of the Provincial Party Committee is required. Provincial-level agencies, departments, boards, and branches only receive civil servants and public employees between provincial-level agencies and vertical sectoral agencies.
Temporarily suspend the receipt and recruitment of civil servants for specialized advisory and assisting agencies of the Provincial Party Committee that have used beyond the assigned civil servant payroll compared to the beginning of 2025 until the Central Government has a decision to assign payroll in 2026 and the period 2026 - 2031.
