Vehicles using substandard energy will be eliminated

The Government's Decree stipulates that vehicles and equipment using energy that do not meet safety standards will have to be eliminated.

The Government issued Decree No. 30/2026/ND-CP detailing a number of articles and measures to organize and guide the implementation of the Law on Energy Efficiency and Economy.

This Decree applies to agencies, organizations, households and individuals with energy production, trading, transportation and use activities in Vietnam.

The Decree regulating the management of vehicles, equipment using energy and construction materials includes a number of contents. In particular, the Decree stipulates that vehicles and equipment on the list of vehicles and equipment that must be eliminated include:

Not meeting safety standards for vehicles and equipment; energy efficiency of vehicles and equipment is lower than the minimum energy efficiency;

Not suitable for the country's socio-economic development situation and the requirements of state management in each period.

The minimum energy efficiency level is announced by the Ministry of Science and Technology in the energy efficiency standards of vehicles and equipment.

The Government assigns the Ministry of Science and Technology to preside over and coordinate with relevant ministries and branches to develop and submit to the Prime Minister for promulgation a list of means and equipment that must be eliminated according to the above regulations.

The Decree also stipulates the following cases where energy labeling is suspended such as fake energy labeling; energy labeling without announcing energy labeling according to regulations;

Calculating energy incorrectly in content, classification or noting incorrect energy performance parameters (for equipment), energy consumption levels (for vehicles) or heat properties (for construction materials).

The Decree also stipulates the suspension and revocation of energy labeling for vehicles, equipment, and construction materials in cases such as fraud in the energy labeling declaration dossier; being fined from 02 times for violating regulations.

Or the test results on energy efficiency, energy consumption or heat properties are not in accordance with the published information.

The Decree takes effect from the date of signing on January 21, 2026; replacing Decree No. 21/2011/ND-CP dated March 29, 2011 of the Government on detailed regulations and measures to implement the Law on Energy Efficiency and Economy.
