Speech by General Secretary To Lam at the National Conference summarizing the work of Propaganda and Mass Mobilization in 2025, deploying tasks for 2026

Dear leaders of the Party, State, central and local agencies; Dear leaders and all officers and soldiers working in propaganda and mass mobilization nationwide, especially all comrades.

Dear everyone of the Conference,

Today, I, along with Politburo members, the Secretariat, and leaders of central agencies, are delighted to attend the "National Conference summarizing the Party's Propaganda and Mass Mobilization work in 2025, deploying tasks in 2026" - Conference summarizing the work of the first year after merging the Central Propaganda Department and the Central Mass Mobilization Department, the strategic advisory agency on the Party's Propaganda and Mass Mobilization work. In particular, today's conference took place at a time when the entire Party, the entire people and the entire army are making efforts to complete the targets and goals of the 13th National Congress, continuing to complete well the preparation work to organize the 14th National Congress of the Party.

On behalf of the Politburo and the Secretariat, I would like to send to all leaders and delegates attending the Conference at the Central and local bridges, the staff of the national propaganda and mass mobilization sector, the team of reporters, propagandists, and public opinion collaborators at all levels, warm greetings, wishing good health, happiness and success.

Looking back at the 13th Party Congress term, especially from the beginning of 2025 to present, the work of Propaganda and Mass Mobilization is a bridge between the Party and the People, promoting democracy and the strength of great national unity, contributing to the cause of Party building, rectification and protection of the Socialist Republic of Vietnam. The whole industry has had historical markers and breakthroughs in organizing the apparatus from the central to local levels. Up to now, the Propaganda and Mass Mobilization system at all levels has been unified, creating a unified, streamlined, effective and efficient body, effectively implementing education, propaganda and mobilizing cadres, party members and people to unite and unite, implementing the Party's policies and goals.

Through the reports of comrades and the opinions expressed at the Conference, it can be seen that all aspects of the work of the Propaganda and Mass Mobilization Sector in the past year have demonstrated clear innovation, both in thinking and working methods. Notably, we have smoothly combined "profession" and "opposite", "popular" and "active". The work of protecting the Party's ideological foundation does not stop at fighting against erroneous, hostile, and sabotage views, but has proactively built a seamless information front, actively pushing back negativity, and using legitimate information to "green" cyberspace. The comrades have actively advised the Politburo and the Secretariat to issue many major policies and decisions on great national unity, political work, ideology, information and propaganda, ethnicity, religion, and grassroots democracy in the new situation. In particular, the strong transformation in the application of digital technology and artificial intelligence in propaganda and mass mobilization work, grasping the situation of the people and public opinion, helps the Party "listen" to the breath of life more promptly and accurately.

I am very impressed with the Report on the digital ecosystem in the Party's propaganda and mass mobilization work; it shows the positivity in digital transformation, grasps science and technology, and applies them to work.

I request the entire industry to focus on disseminating and disseminating information, so that propaganda and mass mobilization cadres nationwide can grasp the requirements and understand the work to implement the task plan in the coming time. The industry also needs to have effective management solutions to reduce "virtual" information, "hacking" information, and fake information in cyberspace; if done, crime will be reduced, negativity will be reduced, data will be healthy, the whole society will be healthy, and people's trust will be maintained.

National conferences to disseminate the resolutions organized in the form of "dialogue, discussion, two-way exchange", broadcast on all digital media platforms have helped the Party's guidelines, policies and policies get closer and enter life faster, deeper, more vividly and convincingly, healthier, safer, smarter, and closer to the people.

Propaganda, press, and foreign information on major political and cultural events taking place during the year, especially the series of activities "Celebrating the 95th anniversary of the founding of the Party; 135 years of the birth of President Ho Chi Minh; 50 years of the Liberation of the South, National Reunification; 80 years of the August Revolution and National Day of the Socialist Republic of Vietnam, preparations for Party Congresses at all levels towards the 14th National Congress of the Party..." have been organized very successfully, attracting attention, attention, monitoring, and response from many classes of people and international friends. Pedagogical work, culture - arts... continue to receive attention and attention, gradually creating new cultural and spiritual values of the new era. Digital transformation, application of science and technology, and innovation are becoming increasingly clear, the "digital education" movement is widely deployed across the country. Mass mobilization and grassroots democracy work has shifted strongly from propaganda and mobilization to policy consultation, supervision and implementation, towards the goal of practically caring for the material, cultural and spiritual life of the people. The emulation models and examples of "Skilled Mass Mobilization", "Studying and following Ho Chi Minh's ideology, morality and style" have spread strongly, creating momentum for economic development, building moral values and joining hands to implement social security and ensure social justice.

Those results affirm the continuous efforts and high sense of responsibility of the Propaganda and Mass Mobilization staff nationwide. I appreciate and commend the silent efforts of comrades - the pioneering "warriors" on the ideological front, the active "athletes" on the information and propaganda front, the sharp "battle axes" in cyberspace, the "brain threads" every day that contribute more endurance to connect and strengthen the Party's will with the people's hearts.

Our country is changing strongly and positively every day in all fields, creating a joyful, exciting and confident atmosphere for the entire people and army. In particular, the determination to reform the apparatus of the political system must ensure streamlining, compactness, strength, efficiency, effectiveness and efficiency. Adjusting administrative boundaries and implementing local governments at both levels not only creates a solid foundation for the period of continuing reform and innovation, but also creates more momentum for the turning point of comprehensive restructuring, creating a new development space with a compact, scientific, modern administration, ready to anticipate strong development opportunities right from the beginning of the 14th National Party Congress term, successfully implementing the two 100-year goals set by the Party, which the people are looking forward to.

Since the beginning of 2025, we have had strong movements from institutions to practice through many major policy mechanisms. The Politburo has issued many revolutionary and breakthrough strategic resolutions. This is a solid framework, shaping the country's development goals in the future. The restructuring of the apparatus has received the consensus of cadres, party members and people nationwide, opening up a wider, stronger, more potential development space, unlocking national resources, truly becoming a "historic launching pad" to bring the country into a new era. This is the time for the entire people and the entire Party to act together for the benefit of the nation - people, for a strong, prosperous, civilized and happy Vietnam in the 21st century.

Strategic policies and decisions will not be able to achieve positive and comprehensive results without the pioneering role and responsibility of creating, "orienting thoughts", "unifying perceptions", "paving the way" for the Propaganda and Mass Mobilization Sector. Comrades and forces working in propaganda and mass mobilization at all levels, each person contributing their efforts to propagate, encourage and persuade, thereby creating consensus and spreading widely among cadres, party members and people of all walks of life; helping the masses "understand correctly, absolutely trust and wholeheartedly support" the guidelines, policies and decisions of the Party and State.

Once again, on behalf of the Politburo and the Secretariat, I warmly commend and congratulate the very positive results achieved by the Propaganda and Mass Mobilization Sector in the past year 2025.

Regarding the remaining shortcomings and limitations in Propaganda and Mass Mobilization work, I agree with the evaluation of comrades as stated in the report, as well as through the opinions expressed at the Conference. I suggest that comrades, first of all, the collective leadership of the Central Propaganda and Mass Mobilization Committee, pay attention to researching and finding solutions to completely overcome the problem in the coming time.

At present, we are actively preparing all conditions to be ready for the organization of the 14th National Congress of the Party. The requirement is to continue and continuously strongly arouse the aspiration and desire to develop a strong nation, maximize endogenous strength, and take advantage of all resources to bring the country to accelerate and make breakthroughs. In that context, the task of the Party's Propaganda and Mass Mobilization work is extremely heavy but also extremely glorious. I suggest that the entire industry focus on implementing the following key tasks:

First, focus on doing a good job of strategic consulting for the Party to maintain political orientation, steadfastly attaching the goal of national independence associated with socialism. In particular, it is necessary to firmly protect the Party's ideological foundation - this is the "pillar" of the regime, the "steel shield" firmly protecting the regime and the people, the "source" of the nation, the voiceless but fierce front. Protecting the ideological foundation is to protect the survival of the Party and the future of the country. Confirming the Party's ideological foundation, applying and developing creativity in the flow of the times so that the ideology will forever be the flag leading our country on the path of socialism. You need to consider this a vital, regular and long-term task. Recently, based on the advice of the Central Propaganda and Mass Mobilization Committee, the Politburo has discussed carefully, comprehensively and agreed to submit to the 14th Party Central Committee to issue in the second quarter of 2026, two important documents, namely: "Regulating political and ideological work within the Party" and "S strategic political and ideological work in the context of digital transformation". This is an extremely important issue, closely related to the task of protecting the Party's ideological foundation, protecting the achievements of the revolution and the cause of national innovation. I suggest that the Propaganda and Mass Mobilization Sector must take a step forward, study carefully so that as soon as the Regulations are issued, we can thoroughly grasp and seriously implement them.

With the motto "if you think clearly, act decisively, and the result is real". Therefore, we must maintain and build a team of cadres and party members who are steadfast and steadfast in the face of all challenges; must make political and ideological education work practical and effective; prevent, reduce, and eliminate the state of fading ideals and degradation in political ideology, ethics, and lifestyle among a group of cadres and party members; must build a solid "people's heart posture" on the ideological front, so that each cadres, party members, and people have good resistance against distorted and sabotage proposals.

Second, closely following reality, "catching the source line correctly, grasping each beat" of people's lives and public opinion. This work must be done regularly, continuously, responsibly, without being passive or surprised. Comrades must truly Listen with ears, understand with heart, persuade with reason, lead with love; must always implement the motto that President Ho Chi Minh urged Listen to the people, tell the people to understand, make the people believe and in the current period, must encourage and act with the people. Taking the people as the subject, as the center; grasping the people's situation; making the most of the measurement and analysis tools of big data and artificial intelligence to "listen" to the people's thoughts and aspirations. From there, advise the Party and State on policies and guidelines that are suitable for the people, promptly resolve pressing issues right from the time they arise, and avoid forming "low-lying areas" of public opinion. Information and propaganda work in the press and digital platforms must be comprehensively innovated, must continue and continuously maintain the position of "actively attacking and leading". Revolutionary press must clearly affirm the revolutionary village, must demonstrate its pioneering role on the ideological and cultural front, be "the ideological pillar, the shock force that creates trust, the core that orients public opinion, and creates high consensus in society". At the same time, we must make the most of the advantages of technology to spread humane messages, strongly arouse the spirit of patriotism, mutual love, the will to be self-reliant, must master the information space and ideological front, "using beauty to eliminate bad things, using faith to repel waves". How to do it so that every time people access information, they see the reality that the Party and State always listen to the people; all policies and guidelines are aimed at the people; all people are entitled to enjoy, a prosperous and happy life... so that millions of people are one, join hands to realize the aspiration to bring prosperity and happiness to the country. This task must be thoroughly understood by all Party committees at all levels, leaders, every Party member, people, every social class, every religion.

Third, continue to consolidate and promote the strength of "Great Unity" - this is especially important in the current context. From the past to the present, solidarity has always been the truth of all ages, the "thorn of the source line", the "only red thread", ensuring that all guidelines and policies of the Party and State are thoroughly implemented, consistently, deeply, effectively, best meeting all legitimate rights and aspirations of the people. To successfully achieve the goals set by the Party and the State, propaganda and mass mobilization work must be strongly oriented towards the grassroots, truly "heavy-class, close to the people, understanding the people, educating the people and being responsible to the people". We must strive to gather and unite all classes of people, further promote the right to mastery, the right to conduct social supervision and criticism, participate in building the Party and building the people's government. Focus on mass mobilization in ethnic and religious areas, promote grassroots democracy, ensure political security, social order and safety. In particular, it is necessary to pay attention to taking care of the material and spiritual lives of policy beneficiaries, meritorious people, poor people, and disadvantaged people; arousing positive contributions and the desire to contribute from all classes of people at home and abroad to the development of the country.

Fourth, create strong, breakthrough, and sharp changes in strategic consultation in the fields of teaching and learning. The highest goal is to truly "take the lead, pave the way" for the cause of building people, developing culture, improving people's knowledge and national creativity. Improve the quality of theoretical research to clarify urgent, strategic issues, thereby perfecting the system of Party viewpoints on the path to socialism in Vietnam. The Propaganda and Mass Mobilization sector must be exemplary in taking the lead in smoothly combining theory with practice. Actively advise the Politburo and the Secretariat on major tasks, solutions and orientations to innovate research, study, disseminate resolutions and guidelines, policies of the Party and the State's laws and policies. This is the basis for all levels, sectors and localities to develop an action program close to reality, highly feasible, contributing to quickly bringing theory into life, especially the implementation of theory into practice on the political ideology front, propaganda information, teaching, mass mobilization work, democracy, mass gathering - the front that you are holding and responsible for implementing.

Fifth, focus on advising the Central Executive Committee, the Politburo and the Secretariat to continue to do a good job of preparing and successfully organizing the 14th National Congress of the Party. The 14th Congress is the time to gather the "intellect, enthusiasm, and will" of the entire Party and the entire nation, paving the way for a new development journey. The success of the Congress is the success of the spirit of innovation, the success of autonomy, the success of great national unity, the success of organization, propaganda, mass mobilization work... The decisions approved at the Congress are the crystallization of Vietnamese intelligence to create the future... Comrades need to identify this as a major political event, a historical milestone opening the era of national growth, the Propaganda and Mass Mobilization Sector must be the core force in strongly propagating the significance and importance of the Congress; the great achievements of the country over 40 years of renovation and 5 years of implementing the Resolution of the 13th National Party Congress and actively contributing to the process of summarizing 100 years of Vietnam's revolution under the leadership of the Party, 40 years of implementing the National Socialist Republic Building Program (in 1991) and the 20th National Socialist Republic Building Program (in 1991).

On Friday, focus on building a team of propaganda and mass mobilization cadres who are "Intense - Bright - Smart", truly being soldiers who steadfastly advise on the Party building strategy in terms of politics, ideology, ethics and political ideology in the entire people. Especially in the process of entering the digital age, comrades must be sharp in thinking, fluent in speaking and writing, completely master technology, and constantly renew themselves. I especially emphasize building a team of "focused and proficient" cadres in Propaganda and Mass Mobilization work. In the immediate future, propaganda and mass mobilization work must focus on the task of encouraging patriotic emulation movements, making achievements to successfully celebrate the 14th National Party Congress and electing 16th National Assembly deputies and People's Council delegates at all levels for the 2026 - 2031 term, creating an exciting and confident atmosphere in the whole society.
