Social housing is not located where monkeys cough and crow, the head and ends are weak
The Prime Minister emphasized that social housing must not be located in a "honk-and-honk" place but must have adequate infrastructure for transportation, electricity, water, society, healthcare, culture, and education.
In the afternoon of 2.6, Member of the Politburo, Prime Minister Pham Minh Chinh chaired the Conference to implement Resolution 201/2025/QH15 of the National Assembly on piloting a number of specific policies and development mechanisms for social housing and reviewing and assessing the situation of social housing development in the first 5 months of the year, the plan to implement in the last months of 2025.
The Prime Minister stated that our Party and State have social policies and social security policies on housing; accordingly, ensuring the right to housing, equal access to housing for people and caring for the disadvantaged.
In recent times, the Government and the Prime Minister have focused on directing ministries and branches to resolutely deploy tasks and solutions, remove difficulties, obstacles, and institutional bottlenecks to promote the development of social housing.
Regarding institutional improvement, the Government has submitted to the National Assembly to issue amendments and supplements to many regulations and laws related to social housing development policies such as the Housing Law, Real Estate Business Law, Land Law and many related laws...
The Government has issued over 25 decrees to create a legal system on social housing development.
Regarding direction and administration, the Government has issued 22 resolutions, the Prime Minister has issued 12 directives, decisions, and telegrams.
The Prime Minister chaired many national online-lated conferences with localities, businesses... with many specific and drastic solutions and tasks to remove difficulties and promote the development of social housing.
The Prime Minister emphasized that social housing must not be located in a place with "honny coughs and hoars", land with " front to back" but must have full infrastructure for transportation, electricity, water, telecommunications, society, healthcare, culture, and education.
However, the implementation of social housing projects still faces many difficulties and problems, focusing on complicated and prolonged institutions and administrative procedures.
According to the Prime Minister, the issued Resolution of the National Assembly has many breakthrough mechanisms and policies such as establishing a National Housing Fund; expanding the target group of enterprises, state agencies, political organizations, and socio-political organizations to rent social housing.
Many contents of the Resolution have been cut and reformed in administrative procedures in social housing development such as: Assigning investors without bidding, not requiring detailed planning tasks, removing procedures for appraisal of basic designs, appraisal prices, exemption of construction permits, and implementing the integration of some administrative procedures, which according to the report of the Ministry of Construction will be cut for at least 350 days.
Along with that, supplement and assign the Provincial People's Committee to regulate the conditions for enjoying social housing policies for subjects affected by the organization and rearrangement of administrative units.
Resolution No. 201/2025/QH15 issued has removed institutional bottlenecks to promote the development of social housing.
However, to effectively implement and concretize these specific mechanisms and policies, it is necessary to continue to have the unity of direction and leadership of Party committees, heads of ministries, branches and localities.
