Pensioners and policy beneficiaries will soon receive up to 6 million VND in Tet gifts

The Hanoi People's Committee said that Permanent Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has just signed and issued Plan No. 341/KH-UBND on giving gifts to policy beneficiaries, meritorious people; people receiving monthly pensions, allowances for loss of working capacity, social pension benefits; poor households; near-poor households; social protection beneficiaries; the elderly; workers and civil servants in especially difficult circumstances; female former youth volunteers in difficult circumstances; visiting and giving gifts to outstanding organizations, individuals, and units implementing policies on the occasion of the Lunar New Year 2026.
According to the Plan, Hanoi City requires good implementation of visits and gift giving to ensure the right subjects, full policies, and timeliness according to current financial regulations.
Along with that, maximizing social resources in many diverse and rich forms brings practical results to better care for those in difficult circumstances, ensuring that all people have Tet.
Specifically: The total number of gifts is expected to be 1,165,878, with a total cost of more than 574 billion VND, guaranteed from the budget of the City and commune levels according to the decentralization and other legal mobilization sources.
Units are responsible for using the funds in accordance with regulations, paying the correct subjects, correct regimes, policies and settling the implementation of funds in accordance with the provisions of the State Budget Law.
In addition to the funding from the above budget source, the People's Committees of communes, wards, and Heads of related units are assigned to base on donation sources and other sources permitted to be mobilized in accordance with the capacity of the agency or unit to decide on the subsidy levels, gift giving levels, and organizing hardship subsidies for subjects on the occasion of the Lunar New Year 2026.
Subjects and level of gift giving
In particular, clearly stipulate the subjects and levels of gift giving, including:
First, for individuals:
The gift level (in cash) is 2,000,000 VND/person: Heroic Vietnamese mothers; heroes of the People's Armed Forces, heroes of labor during the resistance war; war invalids, type B war invalids, people enjoying the policy of war invalids with 21,1% or more physical injury; sick soldiers with 41% or more physical injury;
War invalids and sick soldiers are currently being cared for at 7 centers in adjacent provinces; revolutionary activists before January 1, 1945 (Revolutionary veterans);
Revolutionary activists from January 1, 1945 to the August 1945 uprising (Before the uprising); people with revolutionary contributions who are receiving monthly allowances (in case the family member is awarded a commemorative medal "Fatherland's gratitude" or the Certificate of "Father's gratitude to the country" and has passed away, the representative of the wife, husband, or children will receive);
Representatives of the martyrs' relatives (fathers, mothers, wives, husbands, children, people with meritorious services); young volunteers receiving monthly allowances; resistance fighters infected with toxic chemicals; revolutionary and resistance fighters imprisoned and transported by the enemy.
The gift (in cash) is 1,000,000 VND/person: Children of resistance fighters infected with toxic chemicals are receiving monthly allowances; children of resistance fighters infected with toxic chemicals are currently being raised at 7 centers in neighboring provinces; representatives of martyrs' worship (1 martyr/1 gift);
Soldiers participating in the anti-US Rescue War who have served in the army for less than 20 years and have been demobilized or discharged from the army to their localities under Decision 142 2008 are receiving monthly allowances; officers and soldiers of the People's Public Security participating in the anti-US Resistance War who have resigned or been discharged from the army to their localities under Decision No. 53/2010 are receiving monthly allowances; those participating in the war to protect the Fatherland, performing international missions in Cambodia, helping Laos after April 30, 1975 who have been demobilized, discharged, or quit their jobs under Decision No. 62/2011/ are receiving monthly allowances.
Gifts (in cash) 1,000,000 VND/person: Former youth volunteers in especially difficult circumstances (lone, not receiving monthly allowances) according to the proposal of the Hanoi City Youth Volunteer Association.
Nangerment for gifts wishing the elderly longevity and happiness (in cash): From 700,000 VND to 1,500,000 VND/person...
Second, the gift level of outstanding units and individuals; compensation for officers and employees directly serving during Tet and additional food allowances during Tet for subjects being treated and nurtured at units under the management of the Department of Home Affairs, Department of Health, City Police:
Giving gifts to 73 units, each gift worth from VND 6,000,000 to VND 16,000,000 (Thang Long Club, Representative Board of revolutionary soldiers captured and transported by the enemy in Hanoi city, Cadre Nursing Area in Dai Lai, Hanoi No. 2 Nutrition and Nursing Center for People with disabilities, Hanoi People's Committee for People with Disabilities - Phu Tho province, City's Association of People's victims of Agent Orange, the City's Association of War Invalids and People's Enterprises...; Ministry of Public Security - Ninh Binh, Hospital 09 - Department of Health, City Association of the blind...; 4 units raising social policy beneficiaries.
Giving 150 outstanding individual gifts, each worth 6,000,000 VND (cash 5,000,000 VND, gift bag 1,000,000 VND): revolutionary veterans, Vietnamese Heroic Mothers; soldiers, intellectuals, policy families, poor households, workers, outstanding citizens, exemplary good people. Communes and wards: Cua Nam, Hoan Kiem, Ba Dinh, Tay Ho, Dong Da, Hai Ba Trung, Ha Dong, Thanh Xuan (each commune and ward visits 3 typical families and individuals).
Giving gifts (in cash) of VND 500,000/person: Compensation for direct service staff; adding additional food allowances for subjects being treated and cared for during Tet at the Treatment and Social Subject Care Centers under the Department of Home Affairs, Department of Health, City Police.
