Organizations and people can submit their documents at any Public Administration Service Center in the province, no longer dependent on regulations on place of residence.
On June 15, at the National Training Conference on the organization and operation of the Party organization, government, Fatherland Front (FPA), and political organizations at the commune level (new), Mr. Tran Van Son - Member of the Party Central Committee, Minister, Head of the Government Office - presented the topic of functions, tasks and organization of activities of the Provincial and Commune Public Administration Service Centers in the 2-level local government model.
Minister and Head of the Government Office Tran Van Son said that at the provincial and commune-level Public Administration Service Centers, the scope of receiving administrative procedures (AP) has been widely expanded, demonstrating the policy of implementing AP without adding to the administrative boundary within the provincial level.
A new highlight is that the Provincial and Commune Public Administration Service Centers will receive TTHCs, including TTHCs under the authority of the Provincial and Commune People's Committees, and especially the TTHCs of local agencies, as well as TTHCs assigned to the locality by ministries and branches.

To suit the actual situation of each locality, Decree 118/2025 has assigned the Chairman of the Provincial People's Committee to issue a list of administrative procedures for implementing no additions to administrative boundaries within the provincial level according to the roadmap, ensuring the completion of 100% of administrative procedures for implementing no additions to administrative boundaries within the provincial level before December 31, 2025.
"Thus, organizations and people can submit documents at any Public Administration Service Center in the province, no longer dependent on the regulations on the place of residence, headquarters of the agency, or the place of initial issuance of documents" - Mr. Tran Van Son said.
This regulation not only creates maximum convenience for people when performing local administrative procedures, administrative procedures of central agencies of the sector such as: Taxation, insurance... right at local Public Administration Service Centers, but also helps reduce separate investment costs for receiving departments of each sector.
He noted that these regulations do not change the settlement authority of agencies, but only focus on creating maximum convenience for people and businesses in the process of implementing administrative procedures.

Implementing administrative procedures regardless of administrative boundaries helps save time and costs for people and businesses, especially those who are far from the center or operate in many areas.
