Quang Ninh Province One-level Public Administration Service Center has 390 positions
Quang Ninh - After 5 months of preparation, the first-level public administrative service center of Quang Ninh province is preparing to conduct a trial operation to keep up with the authorities at both levels.
Quang Ninh has piloted the model of a one-level Public Administration Service Center under the Provincial People's Committee, reorganized on the basis of the Provincial Public Administration Service Center and district-level Public Administration Service Centers and the reception and return of results department at the commune level.
The One-level Public Administration Service Center model has basically optimized the scope and operation methods of organizing and handling administrative procedures throughout the province and achieved many initial positive results after 5 months of operation.
Following the orientation of the Central Government and the province on the plan to organize, operate and improve the effectiveness of the One-level Public Administration Service Center when implementing the 2-level local government model, the Quang Ninh Provincial Public Administration Service Center is developing a Project on reorganizing the one-level Public Administration Service Center system in the direction of maintaining the foundation, legal position, functions and tasks of the current one-level Public Administration Service Center model, removing the network of 13 branches of the Public Administration Service Center; at the same time, expanding operations to the grassroots level (commune, ward, special zone), establishing 54 new Public Administration Service Centers of communes (including 52 communes and 2 special zones, with 6 reception points and results under the 2 Special Administrative Service Centers of the Public Administration.
54 Public Administration Service Centers in communes, wards and special zones are administrative organizations under the management of the Provincial Public Administration Service Center; have seals and bank accounts to serve the collection of fees and charges.
The total number of staff, civil servants, employees, and labor contracts needed to operate the Provincial Public Administration Service Center is 390 targets, including 35 specialized targets at the Provincial Center and 355 targets at 54 Public Administration Service Centers, 6 reception and return points.

The Provincial Center and Commune-level Centers continue to use existing headquarters and equipment, taking advantage of facilities from branches and the old Reception and Results Department. The People's Committees of communes will coordinate to arrange headquarters for the new Centers.
To ensure that the entire Quang Ninh province officially operates a trial of the two-level government model from June 15 on schedule, Quang Ninh province requires relevant units to urgently complete the synchronization of transmission infrastructure, ensure connectivity and smooth connection between levels and sectors; make the most of existing equipment, upgrade or purchase new equipment when absolutely necessary. Regarding facilities, departments, branches, sectors and localities focus on reviewing and agreeing on the plan to arrange working headquarters in accordance with the new commune-level administrative unit and meeting the working requirements of the organizational apparatus.
Along with that, the Provincial People's Committee will soon organize training for the team of cadres and civil servants in the form of "handsharing", helping to quickly get acquainted with the new operating method; directing departments, branches and sectors to promptly issue specific instructions on the process of receiving and handling administrative procedure records, especially records that have not yet been resolved; to ensure continuity and smoothness in serving organizations and individuals, resolutely not interrupting the work of organizations and individuals.
Speed up the digitalization progress, edit documents, strive to complete basically before June 25. Continue to maintain and promote the effectiveness of the Public Administration Service Center in receiving and handling administrative procedures, without interruption at the time of transfer.
