New civil servant salary will be higher if social insurance payment is longer
From March 1, 2026, people who have paid social insurance will be paid higher when they become civil servants.
From March 1, 2026, civil servants who have worked and have paid compulsory social insurance (SI) will be ranked in a more beneficial direction, instead of automatically receiving the lowest salary as before.
This regulation is stated in Circular No. 1/2026/TT-BNV, issued on January 9, 2026, to implement Article 20 of Decree 170/2025/ND-CP of the Government.
Previously, many people had many years of experience working in the non-state sector, but when passing the civil service exam, they still had to receive a starting salary, like new graduates. From March 1, 2026, this will change.
According to the new regulations, if the civil servant recruited has worked and paid compulsory social insurance for a period of time, that period will be considered for a higher salary scale, as long as the previous job is consistent with the recruited civil servant position.
Circular No. 1/2026/TT-BNV clearly states that salary placement must be based on working time in accordance with the provisions of law in accordance with the requirements of professional qualifications and skills of the recruited job position, with compulsory social insurance contributions (if not continuous but have not received a one-time social insurance allowance, it will be accumulated), and arranged to work in accordance with the previously assigned expertise and profession.
The working period with compulsory social insurance contributions that do not meet the requirements of professional qualifications and skills of the recruited job position will not be counted as the basis for salary classification in the civil servant rank corresponding to the recruited job position.
The competent recruitment agency shall determine the working period with compulsory social insurance contributions according to the provisions of law to perform work corresponding to the professional and technical requirements of the recruitment job position to arrange salaries for those recruited as civil servants.
