On October 13, the National Assembly Standing Committee gave its opinion on the report on the results of monitoring the settlement and response to voters' petitions sent to the 9th Session.
The meeting also gave opinions on the results of receiving citizens, receiving and handling petitions from citizens and the results of monitoring the settlement of complaints and denunciations from citizens sent to the National Assembly in 2025, combined with reviewing the National Assembly's report on petition work in September 2025.
At the same time, participate in giving opinions on the draft report summarizing the opinions and recommendations of voters and people sent to the 10th session.
Regarding the people's petition work, Chairman of the People's Petition and Supervision Committee Duong Thanh Binh said that voters and people acknowledge the efforts of the Party and State in streamlining the apparatus, building a model of local government at 2 levels to basically operate stably and smoothly, serving people and businesses better and better.

Reporting on the draft to synthesize the opinions and recommendations of voters and people, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha said that there are still some difficulties related to issues after the merger of the organizational apparatus, which need to be resolved soon.
It is necessary to arrange and fully arrange specialized cadres at the commune level, in the fields of health, education, justice, and information technology. Along with that is the implementation of administrative procedures, online public services for standardization, management and connection of population database, land data, etc.
Regarding the implementation of two-level local government, Vice Chairwoman of the National Assembly Nguyen Thi Thanh raised two issues that "local brothers" are very interested in: soon having job positions related to the payroll and immediately having them as a salary reform policy.
"The salaries of the brothers in the commune are very low, working far away while the travel conditions are difficult. Therefore, this must be resolved soon to retain cadres. The two are also motivation for the brothers to stick with and roll around with the grassroots. Now, working in such a large area, with no vehicles, it is very difficult" - Vice Chairman of the National Assembly analyzed.
According to the Vice Chairman of the National Assembly, the actual salary of the majority of commune-level cadres and civil servants is only about 10 million VND, very few people have a salary of more than 10 million VND.
"When the brothers return to the area, there must be support to create conditions for them to have public housing as well as fees for the brothers to stick with, but now we find it very difficult" - Ms. Nguyen Thi Thanh said.
The Vice Chairman of the National Assembly noted the need to soon prioritize the issuance of guiding documents on decentralization, delegation of authority, investment management and financial decentralization.
In his concluding remarks, Vice Chairman of the National Assembly Tran Quang Phuong said that for the report summarizing the opinions and recommendations of voters and people sent to the upcoming 10th Session, it is recommended to supplement the assessment of the mobilization of human and material resources for disaster recovery work.
At the same time, the Government needs to assess objectively and comprehensively, clearly stating the causes of flooding and flooding not only in the city but also in rural areas, plains, and mountainous areas, with complex developments.
