The Minister of Home Affairs talks about building a standard capacity framework for cadres and civil servants

On the afternoon of October 12, the 1st Government Party Congress, term 2025-2030, held a discussion session.

At the discussion session, Central Party Committee member and Minister of Home Affairs Pham Thi Thanh Tra emphasized that over the past 80 years since the founding of the country, the Party has always identified cadres as the root of all work, the "key of the key" in Party building and national governance.

Along with the process of reorganizing the two-level government apparatus, the Party's leadership role in personnel work becomes more important than ever.

Minister Pham Thi Thanh Tra also frankly acknowledged that the current situation of cadres, civil servants and public employees still has certain limitations, especially in innovating thinking, awareness and promoting the Party's leadership role in cadres' work.

In response to new development requirements, Minister Pham Thi Thanh Tra proposed 5 key groups of tasks that need to be implemented synchronously:

Firstly, the Party needs to continue to promote its comprehensive leadership role in creating value and an environment for the development of cadres, civil servants and public employees.

According to the Minister, this is reflected in three aspects: Political - ideological leadership, ensuring the courage and loyalty of cadres; institutional - mechanism leadership, creating a transparent, democratic and fair legal corridor; leadership in organizing implementation, inspection, supervision, linking cadre work with public service efficiency and people's trust.

Second, it is necessary to perfect synchronous, inter-connected, transparent and effective institutions and policies, continuing to fully institutionalize the Party's policies on personnel work.

"It is necessary to build a unified legal system, eliminate overlap and conflicts between regulations on organizational apparatus and the law on cadres, civil servants and public employees, to form an effective and efficient administration to serve the people" - the Minister emphasized.

Third, focus on building a civilized and modern value and culture of public service, associated with building a cultural, ethical and personality Vietnamese people in the new era.

The Minister stated that it is necessary to form a standard value system for civil servants and public employees - dedicated, capable, daring to think, daring to do, daring to take responsibility for the common interests of the country. The public service culture must be developed in a humane, close-to-the-people, close to the grassroots, promoting the spirit of service, self-respect and national pride.

Fourth, innovate management and improve the quality of cadres, civil servants and public employees.

Minister Pham Thi Thanh Tra emphasized the importance of building a standard capacity framework, considering this the foundation for forming a team of high-quality strategic cadres. Along with that is to innovate training and fostering in a practical direction, linking title standards with job position capacity, encouraging the spirit of lifelong learning and self-training.

Fifth, in the context of digital transformation and extensive international integration, the Minister affirmed that the application of artificial intelligence, data analysis and digital governance in personnel work is an inevitable requirement.

"Under the leadership of the Politburo, the Central Executive Committee and the Government Party Committee, the team of cadres, civil servants and public employees will certainly continue to mature, becoming the core force in modern national governance" - the Minister of Home Affairs emphasized.
