Hai Phong - On October 9, Mr. Le Tien Chau - Member of the Party Central Committee, Secretary of the City Party Committee chaired the first City Party Committee meeting with many important contents.
Speaking at the conference, Secretary of the City Party Committee Le Tien Chau emphasized that from now until the end of 2025, the city needs to focus all its efforts on completing 3 core goals: first, urgently implementing the Resolution of the City Party Congress and the Resolutions of Party Congresses at all levels into life with specific results and products. Two is to achieve the GRDP economic growth target of 12.35%, disburse 100% of public investment capital in 2026. Third, continue to lead to improve the quality and efficiency of the operation of local governments at both levels; so that the commune level is not only the "level of administrative affairs", handling administrative records and procedures, but must be the level of "creating local development".
For the key tasks and solutions for the last 3 months of 2025, the Secretary of the City Party Committee assigned the Office of the City Party Committee, the Party Committee of the City People's Committee and agencies to carefully review the draft Action Program of the Resolution of the City Party Congress, not to miss tasks, and reorganize tasks according to the clear motto 6.
The Inspection Committee of the City Party Committee presides over and coordinates to advise on the development and promulgation of the full-term inspection and supervision program of the City Party Committee, to be completed in November 2025.
The Propaganda and Mass Mobilization Committee of the City Party Committee continues to promote communication work on the Congress Resolution, especially the list of tasks, strategic projects and works to create consensus among cadres, party members and people.
Regarding the work of building the Party and the political system, the Propaganda and Mass Mobilization Committee of the City Party Committee advised and issued a Resolution on the implementation of the Project "Building a model of socialism associated with socialist people in the period of 2025 - 2030 and the following years"; to be completed in October 2025.
The Organizing Committee of the City Party Committee advised on summarizing the arrangement of the apparatus according to Resolution No. 18-NQ/TW of the Politburo, commending collectives and individuals with outstanding achievements; promulgating according to its authority the job positions of civil servants and public employees in accordance with the functions, tasks, and organizational structure of agencies, units, and localities after consolidation, merger, and completion in October.
The Vietnam Fatherland Front and socio-political organizations will lead, direct, and prepare necessary conditions to successfully organize the Vietnam Fatherland Front Congress in the city to be completed in November 2025, and the city's socio-political organizations will complete it in December 2025.
The leaders of the City People's Council focus on directing the People's Council Committees to promptly review and organize sessions to approve 17 Resolutions at the 30th Session (special session) of the 16th City People's Council; prepare to organize regular sessions at the end of 2025 to ensure compliance with regulations. Along with that, prepare conditions to successfully organize the election of 16th National Assembly deputies and People's Councils at all levels for the 2026-2031 term; proactively coordinate with the People's Committee and relevant agencies to develop and issue thematic resolutions to specify specific mechanisms and policies according to Resolution 226/2025/QH15.
Regarding the operation of the 2-level local government model, units will basically overcome difficulties and problems regarding headquarters, vehicles, equipment, transmission lines... in 2025. In addition, continue to review and properly assess the current situation of the commune-level cadres to mobilize, arrange and assign enough professional cadres to perform their tasks. The city is having a surplus in the number of employees compared to the requirements of the task, but there is a local shortage of qualified staff for some fields. Local Party committees are more proactive in arranging and assigning cadres under their management authority; the city will only increase cadres to the grassroots level for areas with deep expertise.
The Secretary of the City Party Committee also requested agencies, units and localities to remove difficulties and urgently urge the progress of investment projects in the area, especially large FDI projects, industrial park projects, and LNG projects. At the same time, continue to review and handle projects that are behind schedule and focus on removing difficulties and obstacles to put projects into operation, not to let them go to waste.
Mr. Le Tien Chau directed the completion of procedures for establishing a Specialized Economic Zone in 2025 as well as the investment plan to build an axis connecting Lach Huyen Port, the northern area of the city with Gia Binh Airport and the investment plan for a high-speed route connecting the East-West of the city.
